Money is not a problem, Problem is people taking too much time to do simple tasks ..

Under this Government things are lot better for Armed forces ..
While Modi government is doing an almost complete makeover of the system, it also needs to come up with a list comprising three categories. First, hardware which has to be imported, second, hardware should be imported but for some time only and third, hardware which should be purchased only from local sources. The first category should focus on technology, second on immediate need and third on the development of the local industry with an eye on export. In time the second category should be omitted.

Are you in armed forces? If not how can you see any progress?

Also, from decision making which includes changing of policies given how abysmal the previous regime's policy was, to actual action takes time since there are process of approval at different levels. Once DM clears something regarding purchase it needs to cleared by Cabinet committee and then seller needs to be selected and deal signed and then delivery to begin. It takes time unless you are saying that DM just needs to go out with a bagfull of money and buy whatever he/amy brass fancies without planning of future needs and its financial implication on economy?

Also, already the problem of deficit of ammunition has been solved by almost 50%, your favourite Rafale deal is in making, plans of laying down of keel of INS Vishal in the next month or so, artillery deal in progress, selection S-70B complete and Apache deal is close to signing, M777 deal close to signing, OROP to be approved in June possibly .......

What you don't follow news? Or can you not see something positive with this Govt?
No need to be in armed forces to see the progress and procurement of Arms and equipment.

Can you tell us how many Ballistic Helmets and Lvl 3 BPJ are available for RR troops because AFAIK i know or the images available through media, there is hardly any progress.

Plates are resistance to 7.62x39mm from start, Its the new plates which offer same but weight lesser, Equipping a large force as RR will take no less than 5 years ..

Its worth noting that Infrastructure has improved very much specially Railways and solider accommodation over field areas, These progresses were not given priority during former Gov rule ..

Selection and still no deal in sight but 40+ year old Sea Kings are still in service and $1BN USD destroyers of the IN have to go to sea with EMPTY HANGERS.

Apache deal is close to signing
Deal signed in September 2015 (along with CH-47F deal), deliveries will begin within 25 months (from now).

To be fair, the RR are pretty well equipped for what they do (except for their rifles), it is the conventional forces that are in a PATHETIC state (literally look like they are in WW1).
