If what you mean by "not integrated" is that it is not embedded directly into the airframe then that is not surprising since all 4th and so called 4.5th gen aircraft are designed for add-on sensors. Just take a look at Rafale:

Nice try. But we we're talking about SENSORS. All the sensors of 5th gen like F-35 are integrated into the airframe since stealth is its primary requirement while 4th and so called 4.5th gen fighters have bolt-on sensors, Rafale included. So when stealth is required then the F-35 fights clean.

What you showed in the photos are not F-35 sensors but weapons, specifically for F-35B. External loading of weapons in 5th gen fighters like the F-35 can be resorted to when stealth is not required.

The rafale OSF is integrated in the frame.

OSF allowed a weapon such as Hammer to be fired. It extract the coordinates of the target for the INS of the Hammer. Hammer can be equipped with a seeker for fine tuning of the target.
But it hasn't the same perf than a Talios laser pod.

Italian government praise for F-35 shows early doubts waning

Italy’s populist government has given its clearest sign yet that it is firmly backing the F-35, following early pledges to scrap the program by the Five Star party, one of two parties making up Rome’s governing coalition.

“It is obvious we cannot deprive our Air Force of a great air capability that puts us ahead of many other countries,” said junior defense minister Angelo Tofalo during a speech in Italy’s parliament this week.

The F-15x or previously known as F-15 2040C is a good aircraft against present threats. But it cannot survive day 1 fight in future battlefields against Tier 1 air forces with 5th gen fighters. It has no stealth features.

It can act as missile carrier though to F-22s and F-35s as it can carry up to 22 AAM per F-15X.

The USAF does not want the F-15X, it is US Defense officials who are pushing for it, especially the upcoming Defense Secretary who is from Boeing (manufacturer of F-15).
