You are mistaking strategic oil reserve 2ith underground construction qnd tunnels. Strategic oil reserves are underground reservoir, not tunnels. There are underground rock system at relatively low depth which have lot of empty space between. This rock system is then finetuned by special process to block any cracks & crevices by using cement/plaster and then pumped with oil.

Thereis no underground tunneling with lights in strategic oil reserves
