What Ram did to Vali was understandable considering Vali's powers and his own debauchery....What Raavan did was understandable considering he was goaded on to doing this by Surpanaka...Moreover it was his fate to do that..he was Jaya (Guard of Vaikundam) who had been cursed to be born as Ravana and attain moksha at the hands of Vishnu (Rama).
