Uzbekistan Bans Foreign Military Bases

Uzbekistan has said it will not host any foreign military bases or other military objects on its soil, Foreign Minister Abdulaziz Kamilov said on Thursday before the Senate.

"There will be no foreign military bases or [military] objects in Uzbekistan," Kamilov said, adding that there would be no "operative groups" allowed either in the Central Asian country.

Uzbekistan's lower house of Parliament in September passed President Islam Karimov's new foreign policy strategy, which rules out Tashkent's membership in any military alliances and bans foreign military bases on Uzbek territory, Central Asian Fergana News Agency reported.

Uzbekistan, which did not have a specific foreign policy document until recently, rejects any membership in military alliances and "reserves its right to quit an interstate coalition if it turns into a military alliance," Fergana quoted the foreign policy strategy as saying.
According to the document, Uzbekistan would not host foreign military bases on its territory, a fact that would alleviate the concerns Russia has had over Tashkent's possible cooperation with NATO ever since Uzbekistan suspended membership in the Russia-led Collective Security Treaty Organization (CSTO) in late June.

The Uzbek foreign policy strategy also states that the country will not participate in any military campaigns abroad, according to Fergana news.

How? It would actually make it even more difficult for NATO to negotiate with an already smug Pakistan.

No bases means no stop-overs without Russia's permission, meaning that NATO has to carry more of its stuff through Pakistan. In such a situation, Pakistan will have a free right, rampaging terrorism all around its neighborhood as NATO would be pressed to agree to Pakistan's and by extension, ISI's conditions.

This is to assuage the fear of Iran that Iran might be attacked by NATO from the North.

LF, do you really think it is of any concern to the Pakistani government? NATO stuff getting destroyed is actually good for them as NATO will be tied down with no option but to keep using Pakistan as a transfer route of their goods.

They are so adamant that they won't agree to Russia's terms and conditions even if it means billions of worth of goods getting destroyed.

Sometimes I just don't understand WTF do Americans see in Pakistanis so indispensable.

Impossible. If they refuse Russia, Putin will just send a nice little Red letter to Tashkent.

In CAR/Russian/USSR terminology, no "foreign bases" means no western bases.

Even today, entire CAR region is more Russian than many cosmopolitan Russians living in Moscow.

Trust me, I had some really tough times to navigate in CAR with basic broken Russian during a program shoot in Fergana Valley. Though they say Russian is being weeded out, the city-bred still prefer to converse in Russian.

Uzbekistan is staunchly Russia's backyard. This news is actually directed to please the Russians and quell rumours of a US base being set up there.

The assessment goes, Pakistan is interested in tiring down the NATO with the pull out and force them to hand out the equipment to Pakistan at throw away prices, for which they would use the reimbursements.

For that, they will use everyone.

Pakistan is trying to sell Afghanistan + warm waters (complementary) to Russia and Uzbekistan's move may fits into their effort or against. There are tens of ifs and buts in this whole game. Russia has to decide its role in post NATO withdraw or zero USA influence if there will be any, till then USA is the only proactive entity in this region, operating on its terms beyond Pakistan's tolerance.

Uzbekistan providing transit to NATO decrease Pakistan's leverage. USA now will have no base in Uzbekistan is reading too much on this news, I don't think giving transit to NATO will go against their resolve.
