Working Paper: The Drone Wars and Pakistan's Conflict Casualties, 2010 (2nd version)

May 2011

This January, the Recording Casualties in Armed Conflict programme launched Home | Every Casualty. One of the website's goals is to provide thorough information regarding casualty recording in conflict settings. To this end, the RCAC team has launched its Working Papers series, which aims to explain and provide insight into particular subjects related to casualty recording.

The first paper of the series is titled The Drone Wars and Pakistan's Conflict Casualties (2010). In Pakistan, the use of unmanned aerial vehicles ('drones') has preceded and succeeded the death of Osama bin Laden. Drones' use, in particular by the US within Pakistan, is surrounded by debate over their dubious legality. All the while, civilian and militant deaths continue on.

The paper was written by Jacob Beswick, Project Manager for ORG's Recording Casualties in Armed Conflict (RCAC) programme, and compares the methodologies and findings of the organisations dedicated to reporting on casualties caused by drones within Pakistan. The paper highlights and discusses why gaps in data exist and what can be done to address them.

Suspected US missile strikes kill 15 in Pakistan


DERA ISMAIL KHAN: Three American missile attacks killed 15 suspected militants on the Pakistan side of the Afghan border on Wednesday, Pakistani officials said, the latest in an uptick in such strikes that coincides with a chill in ties between Washington and Islamabad.

The first pair of drone-fired missiles hit a vehicle and a compound near Wana, the main town in South Waziristan tribal area, killing 10 people, the officials said, speaking on condition of anonymity because they were not authorized to talk to the media.

The victims were believed to be allied with Maulvi Nazir, a prominent militant commander in the area, according to the officials.

South Waziristan was the main sanctuary for the Pakistani Taliban until the army launched a large ground offensive in 2009. But militants continue to inhabit the area and often carry out attacks against Pakistani soldiers.

Later, four missiles hit a vehicle in North Waziristan, considered a major militant sanctuary, killing five, the officials said.

The US does not publicly discuss drone strikes in Pakistan, but officials have said privately that they have killed several senior al-Qaida and Taliban commanders. More than 200 attacks have taken place since 2009.

The frequency of attacks dropped in earlier in the year, but have since resumed their normal pace.

The uptick follows the U.S. raid that killed Osama bin Laden in Pakistan on May 2. That operation angered the Pakistani army and parliament, which demanded an end to the strikes.

Pakistan's army has been known to cooperate with some of the attacks in the past, but it is unclear whether it still does so.

It must be clarified that this killing was in response to an earlier massacre where these policemen slaughtered unarmed innocent children. Let us now contribute to generating fake sympathy for these lowlifes. Taliban reaction while despicable in a civilised society was an act of revenge- and Pukis are far from civilised- and must be strictly viewed in this context

35 Pakistani Taliban killed in US air strikes in Afghanistan

ISLAMABAD: At least 35 Pakistani Taliban fighters have been killed in US air strikes in Afghanistan after they attacked a convoy of foreign troops, reports from the Waziristan tribal region of Pakistan said on Tuesday.

The reports said that a group of 100 Pakistani Taliban militants fired missiles and rockets at a convoy of foreign forces in Paktiya on Friday.

US ground forces sought air cover and NATO fighter jets targeted the Pakistani militants, killing 35 of them.

Over a dozen rebels were injured. They were brought to hospitals in North Waziristan Agency, the reports said.

Those who were killed included militants from Pakistani Taliban groups led by Hafiz Gul Bahadur and Mullah Nazir.

Punjabi Taliban militants too were among the dead and injured, residents of Waziristan said.

The Taliban factions led by Hafiz Gul Bahadur and Mullah Nazir have struck peace deals with the Pakistan government but they are accused by the US of sending fighters across the border into Afghanistan.

US drones routinely target militants of both groups in Waziristan.

Pakistani militants are now trying to transfer the bodies to Waziristan, sources said.

But local residents said most of those killed were local tribesmen and people were visiting their relatives to offer condolences.

From Rezaul H Laskar Islamabad, Aug 14 (PTI) At least 16 people were killed and over 30 injured in bomb attacks and violence in restive Balochistan while three soldiers died in north Waziristan region, when Taliban terrorists struck at a Pakistan Independence Day parade.Taliban militants attacked an Independence Day parade at an army camp in North Waziristan tribal region of Pakistan today, killing three soldiers and injuring 22 more.The attack was carried out in Miranshah, the main town in North Waziristan Agency. Four rockets hit the Scouts Fort while security personnel were holding an Independence Day parade, security officials said.The rockets landed in the parade ground and three soldiers were killed instantly.At least 14 people were killed and 30 others were injured when a bomb blast ripped through a roadside hotel in Dera Allah Yar city in Balochistan province, police and witnesses said.The hotel was destroyed by the blast, which damaged nearby shops and buildings. Police officials said eight to 10 people could still be buried under the rubble. Footage on television showed local residents digging through the debris with their hands to pull out the bodies and the injured. Witnesses said the bomb was placed in the two-storey hotel's ground floor. The powerful explosion was heard from several kilometres away. No group claimed responsibility for the blast.In a separate incident, unidentified gunmen killed two labourers from Punjab province in Lasbella district of Balochistan.

QUETTA: Three people were killed and four other were injured in a shooting incident in the Mastung area of Balochistan on Wednesday, reported Express 24/7.

The injured have been shifted to Quetta hospital for treatment.

Initial reports say that some unknown people opened fire in the Dasht area of Mastung district.

According to Express 24/7 correspondent Muhammad Kazim, some reports suggest that the people were killed because of ongoing tribal clashes in the area; however, it has not been confirmed.

The concerned authorities have confirmed the incident but have not reached the area as yet.

An investigation is underway into the attack.

Earlier, the Shia community in Balochistan came under attack when 29 people were killed in two separate, targeted incidents claimed by banned militant outfit Lashkar-e-Jhangvi.

At least 26 people were killed and six others injured in Ganjidori area of Mastung, about 30 kilometres southeast of Quetta, when a group of armed men attacked a passenger bus carrying Shia pilgrims from Quetta to Iran.

Hours later, three more people, hailing from the Hazara community, were gunned down near Akhtarabad area of Quetta as their rescue team made its way to the site of the bus attack. Two others were also shot.

At least six persons were killed and four others injured when a bomb hidden in a donkey cart exploded in a market in northwest Pakistan's tribal belt today.

The donkey cart with sand was left in the market of Mastak town in Khyber tribal region.

An explosive device hidden in the sand was detonated by remote control, the officials said.

The blast killed six persons instantly, they said.

The four injured people were out of danger.

No group claimed responsibility for the bombing though such attacks are usually blamed on the local Taliban and other militant groups like the Lashkar-e-Islam that are active in Khyber tribal agency.

At least 12 people were killed in two militant attacks in Khyber yesterday.

Six militants were killed when troops repulsed an attack on a security check post in Malik Deen area.

Six persons -four children and two women were killed when a mortar fired by militants hit a house in Spah Darri area.

Pakistan army has conducted several operations targeting the Lashkar-e-Islam in Khyber but militants continue to be active in the region.(ST-13/11)

Blast kills three militants, two police officials in Karachi



KARACHI: A bomb blast blew up a white colour Suzuki Bolan near Salt n Pepper Village restaurant at Sea View and killed three militants and two police official on Wednesday, DawnNews reported.

Another police official got injured in the blast.

According to the Sindh Home Minister Manzoor Wasan the suicide bombers, riding a white Suzuki Bolan, blew themselves up on being stopped for the routine search by the police.

The home minister, who reached at the blast site without delay, said the security had been increased in the area specially around the Abdullah Shah Ghazi Shrine amid fear of further terrorist attacks after the blast.

He announced Rs 2 million compensation for the family of deceased police personnel while Rs 500,000 for the wounded.

Manzoor Wasan also announced to give jobs to sons of affected police personnel.

He also appreciated the police personnel for showing courage to stop the suspects.

The Sindh Chief Minister, Syed Qaim Ali Shah said the event was a cowardly act of terrorism which had been foiled by the police with great courage.

The Sindh CM was talking to media at the site of incident near Seaview in Defence Housing Authority.

He told a questioner that the police has found a suicidal vest and a Kalashnikov from the site of blast.

He said that the concerned police officials have been directed to present their report about the incident.

He said the initial reports have indicated that the suspects were travelling in a vehicle and when they saw policemen approaching them, they blew themselves up.

However investigations were underway and it was premature to give any final statement about the incident, the Sindh CM added.

KHYBER: Militants clashed with pro-government militiamen and local police in the Bara area of the northwestern Khyber tribal region, killing two militia members and wounding another, security officials said.
On Tuesday, six people, including women and children, were killed and four others were injured in a clash between security forces and militants in the Shalobar area of Bara tehsil.
An official said said that militants fired about 30 to 40 mortar shells in Bara, adding two mortar shells landed in two houses, killing two women. In another incident, about four people, including two children, were killed.
A curfew was imposed in Bara for almost three years after a rise in attacks claiming lives of a number of security personnel.
Security forces subsequently launched an offensive against militants, including Lashkar-e-Islam, in the area. Hundreds of families have fled their villages and have settled at the Jalozai camp located in Nowshera.
