Shopian case: Jan panel suspects family role in death

Srinagar, July 11: The Jan Commission probing the alleged rape and murder of two women in Shopian district has pointed finger of suspicion towards the brother and husband of Neelofar, one of the two victims of the incident.

The Commission in its report has said there was clear indication suggesting enmity between Neelofar's maiden family and her in-laws.

"The conduct of Zeerak Shah (Neelofar's brother) has been highly suspicious and objectionable after the death of Neelofar and Asiya Jan," the Commission said in its report.

Bodies of Neelofer (22) and her sister-in-law Asiya (17) were recovered from a stream on May 30 after they went missing from their orchards in Shopian town the previous evening, sparking off massive protest by locals who suspected the hand of armed force personnel in their alleged rape and murder.

Jammu and Kashmir government ordered a judicial enquiry in the matter headed by retired High Court Judge Justice Muzaffar Ahmad Jan.

The commission in its report said Neelofar, who belonged to "Peer" (Muslim priest) family seen with respect and honour in the society, had eloped with Shakeel Ahmad Ahangar hailing from "Khaar" family, which is included in OBC category, leading to feud between two families.

Two suspected LeT militants arrested in Kupwara

Srinagar, Jul 11 (PTI) Two suspected Lashkar-e-Toiba militants were today arrested by security forces in Kupwara district of Jammu and Kashmir and one of them told the media that the terrorists had planned to target Baglihar Dam and some army camps.

The ultras were arrested by troops of 16 Jat Regiment in Chowkibal area, 120 kms from here, a defence spokesman said.

One of the militants identified as Shafqaut was presented before the media where he said Baglihar Dam and army camps near LoC were the target.

He said that 15 people were being "specially trained" at POK for the purpose. "They might be planning to blow up the dam," Shafqaut said.

"A tunnel is being constructed from Sialkot in Pakistan to India. It is 4 feet broad and 6-7 feet long but I don't know where it would open.

Govt may pull out over 20 para-military forces from J&K

New Delhi (PTI): Notwithstanding the demand of Jammu and Kashmir government for greater role of CRPF in the militancy-hit state, the Centre is contemplating to move out at least 23 battalions of paramilitary forces and shift them to left wing extremism-affected areas.

As many as 16 battalions of the CRPF -- 10 from Kashmir valley and six from other areas, five of Border Security Force and two of Indo-Tibetan Border Police -- are likely to be moved out of the state soon, official sources said. The total number of the personnel to shifted is around 23,000.

The sources said a decision to this effect may be taken after the completion of the Amarnath Yatra, which is scheduled to end early next month.

They said the CRPF, which has over 75,000 personnel in the valley out of which one-third were deployed on duty with the counter-insurgency grid, needed to be trimmed down.

The review of CRPF deployment shows that most of its personnel, supposedly on duty with the counter insurgency grid, were deployed on guard duty of senior state police officials and ministers, the sources said.

While Naxal-affected states were starving for a bare minimum support from the Centre, the number of paramilitary forces deployed in Jammu and Kashmir was too much, they said.

Police foil Hurriyat march, arrest three leaders in J&K

SRINAGAR: Three Hurriyat Conference leaders were taken into custody, as police foiled the separatists plan to march in connection with Martyrs Day

today.

Piercing tight security arrangements throughout the city to thwart the march, three moderate Hurriyat leaders, president of J&K Liberation Forum Javid Ahmad Mir, leader of Mirwaiz Umer Farooq-led Awami Action Committee, Shahidul Islam and leader of Shabir Shah-led Democratic Freedom Party, Waseem Lone were taken into custody by police as soon as they appeared at Lal Chowk on Monday morning, official sources said.

Raising pro-freedom slogans, the trio appeared at the Chowk, the nerve centre of the city, around 11 am, but police pounced on them and lodged them in the nearby Kothibagh police station, the sources said.

The Martyrs Day is being observed in the state in memory of 22 Kashmiris, who were martyred here on this day 78 years ago while protesting against the then autocratic rule.

The state government has already ordered a holiday today in this connection.

Three hideouts busted in J&K, 45 explosive devices recovered

Jammu (PTI) Security forces on Monday busted three militant hideouts in Rajouri district and recovered large cache of arms and ammunition from each of them including 45 devices and 12 kgs of explosives, a 16 corps officer said.

A team of the Infantry Battalion busted a hideout in Tarala forest, three km from Peer Badesar border in Rajouri district and recovered one AK rifle, three radio sets, 20 IED receivers, 12 Kgs of an explosive, two pistol magazines, 9 hand grenades, 6 mortar bombs, three anti personal mines, 3 IEDs, 2 UGBL grenades, 4 RPG rounds, 2 mortar bomb fuses, 7 IED batteries and miscellaneous items of ration.

Another hideout was busted in Thanamandi area of the district by a joint team of the Rashtriya Rifles and state police which recovered a large consignment of arms and ammunition from there including one Chinese pistol with magazine, 10 rounds of pistol ammunition, two mortar bombs and 14 chinese grenades, he said.

A joint column of the Rashtriya Rifles and STF busted a hideout in general area Khankot in Kalakote belt of the district and recovered one 12 Bore gun, 16 rounds of AK ammunition, 200 gm. of explosive, two IEDs, he added.

Hizbul militant shot dead in encounter in Jammu and Kashmir

JAMMU: A Hizbul Mujahideen militant was shot dead in an encounter with security forces in Reasi district on Tuesday morning.



On a tip off, Rashtriya Rifle troops launched an operation in Mahore area in the wee hours and in the subsequent encounter shot dead the militant identified as Bashir Ahmed Sheikh alias Jan Baaz alias Ghulam Ullah, defence sources said.

The militant, who had received arms training in Pakistan occupied Kashmir, was active in the area since 1988, they said.

An AK 56 rifle, 80 AK rounds and three AK magazines were recovered from him.

Cache of arms recovered near LoC in Poonch

Poonch (PTI): Army here on Tuesday busted a militant hideout and recovered a cache of arms and ammunition including an AK-47 rifle, its magazine and improvised explosive devices near Line of Control (LoC), defence sources said.

Acting on a tip off, Army troops launched a search operation near LoC in Mendhar tehsil and recovered an AK-47 rifle, its one magazine, three packets of improvised explosive devices, six pistol rounds, and a bag, they said.

However, no one was arrested in this connection, sources added.

Troops withdrawal in J&K "anti-national": BJP

New Delhi (PTI): BJP on Tuesday termed the withdrawal of Central paramilitary forces from some sensitive areas of Jammu and Kashmir as "anti-national", saying it will raise the issue in Parliament at an appropriate time.

The BJP Parliamentary Party believes the withdrawal of Central paramilitary forces from these areas is anti-national and has decided to raise the issue in Parliament at an appropriate time during the on-going session, BJP MP M Venkaiah Naidu said.

Some local leaders of the party from Jammu and Kashmir attended today's meeting and gave a presentation on the ground situation in sensitive areas of the state.

Mr. Naidu and Leader of Opposition in the Rajya Sabha Arun Jaitley spoke on the situation in Jammu and Kashmir and how withdrawal of paramilitary forces would endanger the lives of locals and imperil security in the region.

The prevailing drought situation caused by delay in monsoon and government's failure to tackle the crisis was also brought up for discussion by some BJP MPs.

Troop cut in J&K decided by Unified Command: Congress

New Delhi (PTI) Amidst demands of reduction of troops in Jammu and Kashmir, the Congress on Tuesday said that any decision regarding the security situation in the state is taken by the Unified Command in consultation with the state government.

"Decision regarding the security situation is taken by the Unified Command in consultation with the state government," Congress spokesperson Manish Tewari said, adding that security experts are consulted in any such decisions.

Asked about the functioning of Chief Minister Omar Abdullah at a time when the separatists were posing a threat, he said the party did not make judgement calls on its allies.

"I do not think there is any cause of alarm. The state is headed by an able leader. However, there are some mischievous elements with whom you have to deal with," he said.

To a query whether the NC-Congress coalition had frittered away the goodwill which was witnessed during the heavy turnout in the Assembly election, he said the coalition was "strong and stable".

"It is a continuous battle...Minute to minute. The nationalist forces have always triumphed. The government is on top of the situation," he said, adding that the broader situation was stable.

Shopian rape fallout: Major reshuffle in J&K police

SRINAGAR: In a major administrative reshuffle in the aftermath of the Shopian rape and murder of two Kashmiri women, Jammu and Kashmir government on Tuesday transferred over 60 police officers including state’s intelligence chief, Ashok Bhan.Sources said Bhan was shunted out for ‘‘misleading’’ chief minister Omar Abdullah about the rape and murder which triggered massive street protests across the Valley. Based on Bhan’s information, Abdullah had ruled out rape and maintained that the two had drowned.

This fuelled protests that left two people dead and more than 400 injured. Abdullah was forced to apologise after an inquiry commission confirmed that the two were raped and killed.

In a cabinet meeting that lasted over three hours, Abdullah ordered the reshuffle. Bhan, a 1976 batch IPS office, would now be DG prisons while Jammu range IG (security) A K Gupta would take over as as Jammu IG. Among other changes, Abdul Hamid was appointed SSP (security) Kashmir while IG Jammu K Rajendra was elevated to additional DGP’s post.

Farooq Ahmad will be new IG Kashmir and H K Lohia will take over as DIG central Kashmir with Riyaz Javid Baidar as SSP Srinagar. The DIGs of north and south Kashmir were also shifted besides district SPs of Pulwama and Baramulla to inject new blood.

Asrar Mushtaq murder case solved: J&K police

SRINAGAR: Police on Wednesday claimed to have solved the murder of a 19-year-old youth, which led to violent protests and strikes in the Kashmir valley last week, by arresting two of his gymnasium-mates including the one who had allegedly killed him following a feud over a girl.

The probe into the killing of Asrar Mushtaq was conducted by the outgoing team of Srinagar range comprising Inspector General of Police (Kashmir range) B Srinivas, DIG Muneer Khan and SSP S Ahfadul Mujtaba.

They had been working on this case and certain leads were received from the mobile phone records of the deceased, which had been switched off after his death on July 3.

Giving details about the killing of the youth, which had brought Kashmir valley to a standstill for three days after his body was recovered from Rainawari area on July 8, police said there was a verbal dual between the deceased and his alleged killer Imran, a student himself, over a girl.

The arrest has put an end to the claims of separatists and second rung mainstream politicians that Mushtaq was allegedly killed in police custody.

Imran, who was arrested late last night, has allegedly told the police during interrogation that Asrar had been making advances towards his girlfriend (whose identity has not been disclosed).

Shopian case: HC asks SIT to arrest four suspended cops

Srinagar: The Jammu and Kashmir High Court on Wednesday directed the special investigating team probing the alleged rape and murder of two women in Shopian to arrest and produce the four suspended police officers in the court and get their blood samples.

The division bench of the court comprising Chief Justice Barin Gosh and Justice Mohammad Yaqub Mir gave the direction on a PIL filed by Kashmir High Court Bar Association.

Besides directing the SIT to get the blood samples of the four officers in presence of the court registrar, it ordered that no relief including bail should be granted by any court to these four suspended police officers and all such requests be sent to the High Court.

It was not immediately clear why the court had asked for the blood samples. The detailed order was yet to be made available.

The court also requested the Central government to provide facilities for narco analysis of the four police officers.

Justice Gosh also appealed to the people of Shopian to end the strike and cooperate with the investigating team.

The four police officers including the then SP Shopian Javid Iqbal Mattoo and his deputy Rohit Baskotra were suspended on June 22, a day after the one-man judicial commission that probed the case submitted an interim report to the government.

The court had on July 4 directed exhumation of the bodies of the two women to collect their DNA samples and for a fresh post-mortem subject to permission of the family members.

Bodies of 17-year-old Asiya and her 22-year-old sister-in-law Neelofar were recovered near a stream in Shopian on May 30 triggering massive protests in the Kashmir Valley and strikes.

The Jan Commission probing the case had recommended action against the four police officers. It had said that the four officers had failed to follow the set procedures after the bodies of Neelofar and Asiya were recovered.

J&K: Shopian strike called off after 47 days

SRINAGAR: Normalcy was restored in trouble-torn Shopian after the 47-day-old strike against the rape and murder of two women was called off following an appeal by the Jammu and Kashmir High Court to end it and cooperate with the investigation.

"We have called off the strike this morning in view of the appeal by the High Court," Mohammad Shafi Khan, the Chief spokesman of Majlis-e-Mushawarat, which spearheaded the strike, said.

Within minutes of the announcement of the strike being called off, shops and business establishments reopened in Shopian, 52 kms from here, after 47 days.

Observing that the people of Shopian were not only suffering due to the strike but were also unable to assist in the investigation, Chief Justice Barin Gosh yesterday appealed to the locals to end the "hartal".

The court also assured that "as the people of the state are behind them so is the High Court and it would be our collective effort to ultimately solve the crime and appropriately deal with the perpetrators of the heinous crime of rape followed by murder in accordance with law".

However, Khan said the peaceful "sit-in protests" will continue till July 23 when the case will come up for hearing again.

Jammu (PTI): Army troops on Thursday busted a militant hideout in Lancha-Budhan forest area of Rajouri district and recovered a cache of arms and ammunition from there, defence sources said.

Acting on a tip off, a team of Rashtriya Rifle (RR) busted the hideout and recovered two under barrel grenade launchers (UBGL), 60 rounds of AK rifle, ten Chinese grenades and one rocket, they said.

However, no one was arrested in this connection.

Militant supporters arrested in J&K

Jammu: Four militant supporters were arrested by the Special Task Force (STF) and security forces in Kishtwar and Doda districts of Jammu and Kashmir on Thursday, police officials said.

A joint team of Rashtriya Rifles (RR) and STF raided a hideout in Majherno-Patnazi area in Kishtwar district and arrested three militant supporters- Mohammad Hussain, Kalu Mohammad and Mohammad Abdullah, the officials said.

They were later taken to a joint interrogation cell of STF at Jawalapur, they said.

Another joint team of RR and STF apprehended Abdul Gani Wani, a militant supporter of Lashkar-e-Toiba (LeT) in Aldhar-Udhianpur area of Doda district, they said.

All of them worked as either guide, couriers or informers of militants operating in the twin districts, they said.

Militant killed in Doda encounter

JAMMU: A militant was killed in a gunbattle with Army troops in Prem Nagar area of Doda district this morning.

The encounter took place after militants numbering about two-three were cordoned off by security forces in a hideout in the area around 7.54 am, army officials said.

A militant was still holed up in the area, which is 160 km from Jammu.

Washington, July 17 (ANI): The United States has once again clarified that it would not appoint any special envoy to address the Kashmir issue between India and Pakistan, and that the conflict should be resolved by the two neighbouring countries itself.

Addressing South Asian journalists at a briefing here, US Assistant Secretary of State for Central and South Asian Affairs, Robert Blake said Washington, as part of its long-term strategy, does not support the idea of appointing an envoy to Kashmir.

“I can assure you we are not going to appoint a special Kashmir envoy. This is longstanding US policy that this is an issue that needs to be worked (out) between India and Pakistan,” Blake said.

Blake’s comments came a day before a significant visit of Secretary of State, Hillary Clinton to India.

Clinton would be arriving in Mumbai today (Friday).

Blake’s comments clearly suggest that while Washington considers Islamabad as one of its important allies, Pakistan should resolve all the issues with India directly and should not seek US’ indulgence in those issues.Blake also said that during Clinton’s five-day visit, both the countries may sign at least two agreements worth 20 billion dollars in the field peaceful usage of nuclear means and defence technology.

One of the two agreements expected to be announced during -Clinton’s visit would be an ‘end-use monitoring’ accord under which the United States would have the right to make sure American arms sold to India are used for their intended purpose and that the technology does not leak to third countries.

“We hope to be able to sign that,” The Dawn quoted Blake, as saying.

Earlier, talking about her India visit, Clinton said she is looking forward to the visit and hoped to engage India on the ‘difficult issue’ of global and regional regimes on WMD’s.

“We are delighted that our two countries will be engaging in a very broad, comprehensive dialogue. It is the most wide-ranging that I think has ever been put on the table between India and the US,” Clinton said. (ANI)

A tale of two Kashmirs

That China too has its Kashmir and problems with Islamist separatists identical to India’s Kashmir is not widely known. ‘Xinjiang’, actually pronounced as ‘Sinkiang’ for postal purposes, is China’s Kashmir. Xinjiang actually shares borders with Ladakh in India’s Kashmir. But unlike Kashmir it is not a small area. Its size is 1.8 million sq km; almost one-sixth of China; half as much as India. India’s Kashmir measures some 2,65,000 sq km. Of which some 86,000 sq km is under Pakistan; some 37,500 sq km under China; the balance, 1,41,000 sq km, is with India. The disputed part of India’s Kashmir, some 1,45,000 sq km, is less than one hundredth of Xinjiang. So China’s Kashmir is physically 100 times bigger than India’s and therefore its problem too is bigger. Yet many do not know about it.
The reason is that China prevented Xinjiang, its Kashmir, from becoming an international issue like India’s Kashmir. Xinjiang, which had a majority of Turkish Muslims (Uighurs) in 1949, had a short-lived state of East Turkestan. China invaded it, crushed it, and won back its territory. The name Xinjiang literally means ‘old frontier returns to China’. See the contrast. A year earlier, in 1948, India almost won back most of Kashmir from Pakistan which had invaded it, but voluntarily offered and turned it into an international issue. It was India, not Pakistan, which went to the United Nations; made it an international issue. It is struggling to say it is a bilateral one. Now, on to how China handled Xinjiang, its Kashmir, and integrated it with mainland China.
Xinjiang has a population of 20 million plus. The Uighur Muslims constitute 45 per cent, other Muslims 12 per cent and the Han Chinese 41 per cent. What was the Han population in Xinjiang in 1949? Just six per cent. In six decades it has risen by seven times. This change did not occur by itself. China did not just trust army or administrative control of its territory in Xinjiang. It trusted only its people. It ensured that the Han Chinese slowly began populating Xinjiang. The result is self-evident. But the 41 per cent Han Chinese population does not include defence personnel and families, and unregistered migrant Chinese workers.
Xinjiang was once known for a variety of agricultural products, but now, for more. Its GDP rose from $28 billion in 2004 to $60 billion in 2008. Its per capita GDP (2008) is $2,864, almost the same as the national average. It has large deposits of minerals and oil. The oil and gas extraction industry in Xinjiang is booming; it has a pipeline to Shanghai. This sector accounts for 60 per cent of Xinjiang’s economy. With a vast area, huge resources, and sparse population, Xinjiang benefits China more than the other way round. In contrast the economic cost of India’s Kashmir is very high. It receives a per capita Central grant of Rs 8,092, while for other Indian states it is Rs 1,137. If the grant were given directly by money order each Kashmir family of five would receive Rs 40,460 every year.
Still, the Uighur Muslims are unhappy with communist China. The World Uyghur Congress led by Rebiya Kadeer, a businesswoman based in Germany, is fighting for the freedom of Uighurs. There is violence and terror in Xinjiang like in Kashmir but not on that scale thanks to Pakistan’s ISI being friendly to China as common cause against India. The Uighurs are therefore not getting any support from Pakistan. Yet militancy is growing. There were terror strikes in Xinjiang on August 5 last year, just three days ahead of the Beijing Olympics, killing 16 policemen. On August 11, when the Olympics was in progress, attacks took place near Beijing in which 11 people were killed. And just last week, on July 6, there were huge riots between Uighur Muslims and Han Chinese in Urumqi, the capital of Xinjiang, resulting in 184 deaths and over 1,000 people injured. Most of the dead and injured were Han Chinese even though Urumqi is overwhelmingly Han Chinese, nearly three-fourths. See how the Chinese reacted to the July 6 riots.
President Hu Jintao, who was to attend the G8 meeting, flew back in a tacit admission of the depth of the crisis. His government declared war on ‘three forces’, namely — ‘separatism, extremism and terrorism’. It banned Friday prayers in Urumqi mosques and told the Muslims to pray from their homes, something no other country would or could do. China has also pointed to al-Qaeda as inspiration for the trouble.
Yes, China does have problems with Islamist separatists, extremists and terrorists. But it has, by diplomacy and action, ensured that it remains an internal problem, unlike India, which has on its own made Kashmir an international issue. China has also changed the religious and political demography of Xinjiang by ensuring that 41 per cent of the province’s population is non-Muslim.
Instead of working to change the demography in favour of India as China has done, the Indian government could not even prevent the expulsion of Hindus from the Valley. While Xinjiang is half filled by Han Chinese, Kashmir has been cleansed of Hindus. The result is that India has to defend Kashmir with the army instead of the people.
Had India followed the policy the Chinese adopted in Xinjiang, conquering Kashmir back instead of contracting under Article 370, which prevents Indians in other places from migrating to the Valley, today Kashmir would have demographically integrated with India. We would be dealing with internal riots occasionally like China does; but we would not face or fight wars with Pakistan and with terrorists every day.
The lesson for India is: demography — religious demographic balance that is in tune with the national mainstream — is the guarantee for the nation, more so at the borders. China gradually brought Xinjiang, its Kashmir, into the national mainstream through the Han Chinese. But India constitutionally contracted to keep its Kashmir out of the mainstream; it even cleansed it of the mainstream by making the Hindus refugees in their own nation. What a contrast!

I agree that approaching the UN was big mistake. Nehru let his idealism cloud his judgment.

But, that's all water under the bridge.

Explosion in south Kashmir

Srinagar (PTI): An explosion took place in Pulwama area of south Kashmir on Saturday but there was no report of any injury, officials said.

The blast occurred in a vegetable field at Malikpora, 35 kms from here, this morning, they said.

A blast was averted with the recovery of a live grenade from a garbage dump at Bagyas-Chattabal in Chattabal area of the city this morning.

Police were trying to ascertain who planted the devices, they added.
