Lot of it is bluster, and the only aspect that we need to worry about space is the military one and keep our capabilities good enough....hard to compete with China at this point one to one until our economy comes close to US/China not just in GDP but qualitatively....thats the reality
Military capabilities are important ,but we should develop this too and I'm not saying we should compete with china.

Isn't this whole procedure more costly ,and what is usability of lunat base , instead of a lunar space orbit station with Rover going to and fro to surface .

Idea of lunar base is to produce fuel on the lunar surface itself and hence cost will be reduced because we aren't launching fuel from earth and it can be used as a fuel depot for futur mars missions too

Ya'll Nibbiars assemble a rocket with the SHLV with the 45 Tonne's in the LEO and with two launch start a planters missions to the Venus orbit, Mars orbit. With fuel depots in the low each orbit. It's better than the moon landing. Can have a programme with multiple mission's.

Military should be the only motivation and has been in the past and thats how one can get funding including heavy rockets. We have ways to go qualitatively speaking, took China 2 solid decades, strong govt focus with absolute orders and lots of copying and buying tech and developing entire capabilities in manufacturing supply chain

Ya'll Nibbiars will cost a 6 billion dollar for the Planetary orbit mission's. The numbers of mission will depend on the scale of the economy but 6 could be achieved in this budget. Two to Venus orbit two to Mars orbit and two to NEA. But the cost could escalate highly. But is a decade long mission better than a moon landing or a LEO Space station. And excludes the R & D cost's.

Can't rover do it by itself
Trying to develop human habitat for long term is a useless nonsense.....times dictate robots with minimal human time just for initial setup in the intermediate orbits, whoever gets this formula right gets the most benefit

In simple words
Phase 1 : lander and rover to demonstrate 3D printing of lunar habitat using lunar soil and producing water ,LH2 and LOX from moon ice and their long term storage

Phase 2 : send a larger lander and rover to build a lunar habitat ,fuel production and storage facilities and production of Water and fuel

phase 3: Launch a Lunar Transfer Vehicle (LTV)and land it on the moon,refuel it on the moon and then bring it back to LEO and then launch a Gaganyaan and a Cargo spacecraft ,they will dock with it in LEO and go back to the moon ,land there, refuel and return.

Ya'll Nibbiara the Soviet's also proposed similar mission's with the TMK making orbiter mission's around the Venu's and Mar's. But it was cancelled due to the N 1 failure's.

Guys ,I have a small thought regarding our lunar programme .Since bat eaters are planning for a Lunar Base with Russians, Why shouldn't we have a sustained Lunar Exploration Programme immediately after Chandrayaan-3 mission. Sending a man to moon is a very costly thing and we need atleast 100ton to LEO class LV , but it's very costly and it's very difficult to reuse. But I think we can use a 25 ton to LEO LV for manned mission . But before sending our men and women we should have an unmanned lunar base on the south pole with landers and rovers to explore the sites for bases and develop and demonstrate technologies like building a lunar habitat with lunar soil (for which we already have basic tech) , insitu resource utilisation to collect water and then produce LH2 and LOX and their long term storage tech and after demonstrating all the required tech then we can send another set of Landers and Rovers to build a lunar habitat and other infrastructure to collect lunar ice and produce fuels and their storage facilities.After that we can launch a single stage reusable lunar transfer vehicle which can refuel on lunar surface and can ferry astronauts from LEO to Lunar South Pole and vice versa . After this, only thing we need is, two launches of GSLV MK-3 . One carrying cargo and another carrying Crewed Spacecraft. These two will then dock with Lunar Transfer Vehicle (LTV) , and that LTV will carry our Vyomanauts to the moon base, it will refuel there ,bring them back to LEO from where Gaganyaan returns to earth, after that LTV return backs to moon base and wait until for next mission and refuel there .

What we should have are the following:

Heavy rocket to send large modules into LEO and GEO
Docking tech
Extensive relay sats clusters for 24 hours comms
Extensive abilities in unmanned control systems
More developed geological research
Ability to destroy foreign stations if necessary
Ability to claim and contest lunar areas

These are the goals that will lead to why we should target moon or any other celestial objects

Odds are that current world will transform into more useless hell before they are able to bring back samples in quantities from moon in useful quantities....

I have read somewhere that an ISRO scientist or chairman I forgot it, said India can develop a moon colony in 10 years . The theoretical knowledge are already developed, may be experimental knowledge also. So chill bros . The most important thing we need to concentrate on is Heavy launch Vehicles
Super heavy launch vehicles are far away atleast for now by isro,we need catchup to spaceX in this area.

Ya'll Nibbiars never do the expected lines. LEO Space station, Moon landing has already been done. A planetary orbit mission's will cost only the fraction of a landing mission and would be the first Interplanetary mission's. And can be achieved on a limited budgets.
