Post corona recovery will take time. ISRO and its' vendors factory will have to reach full capacity again. Also during these COVID vacations, launch sites and factories were spared for modifications some of which are yet to be completed.
Not really, ISRO always had access to much large range of technologies in both number and proportion being regarded as a non-military organisation largely for very long time (highly strategic techs like cryogenic systems is a different case). They bought many tech transfers and re-engineered imported stuff and yet I would say in fact have not done much (EU, Japan & China had GSLV Mk III type rockets before 1990, US & USSR had HLVs much earlier). They have a certain discipline of work, outerspace operations.
Poor DRDO on other hand is asked to do research on every single la*da lehsun thing, does a lot and is insulted later for every major incomplete project which was never done in India earlier.
Even further, ISRO has too few competitors to compare with as few countries in world have major space programs. Hence, ISRO gets more positive attention. DRDO isn't that lucky. I have worked as manager and can imagine how annoying it would be. Watching at naval systems, radars, guns, safety equipments, ships, satellites, robots, strategic food, helicopters, fighter planes and avionics at once. Seriously, what DRDO doesn't make? If we start to cover their achievements, it won't be sufficient on a thread and a new sub-forum will be needed.
