No, Indian Sea Dragon coming anytime soon. Mobile launchers for quick reaction systems similar to US Minotaur, Russian Start and Chinese Kuiazhou may be used to have SSLV for same purpose.The reference in the Indian (Google translation from original Telegu) press for a proposed new launch site in Kulasekharapattan is not really taken seriously by ISRO.
