PSLV C-36/ResourceSat-2A mission overview.Seems that C-36 brochure isn't uploaded there on website yet. I will put a direct link to download it as well as screenshots when it's there.
Mission Readiness Review (MRR) committee and Launch Authorisation Board (LAB) have cleared the 36 hr countdown of PSLV-C36/Resourcesat-2A mission for Monday, December 05,2016 starting at 22:25 hr IST and the launch of PSLV-C35/Resourcesat-2A mission for Wednesday, December 07, 2016 at 10:25 hr IST.

Sorry to break your heart buddy......... But it seems 10" resolution is norm of military satellite. Although no country would divulge the real resolution of their spy sat, so you should be assured that this time too the strategic resolution of CARTOSAT 3 would be much better then this. Even CARTOSAT-2C does have 10" resolution if Wiki to be believed.Bloody damn!

CartoSat 2C and 2D already with resolution of 0.65 metres match with US, Israeli and Chinese satellites, wouldn't CartoSat-3 be world's most powerful reconnaissance satellite?

Now the thing is CARTOSAT is not a true spy satellite in itself. IMINT is one of its feature. Means unlike other IMINT sats, CartoSat is not a dedicated IMINT sat. So 0.65 metre is the advertised resolution for non strategic use like mapping and cartography. Rest assured, if its used for strategic use, it resolution should atleast be double of this.
