30X failed attempts. iOS 8 will be out by the time iOS 7 decides to download.
iTunes won't even let me download it, check for updates and it says 6.1.3 is the current version. I am trying for the 32X with 6 hours remaining.Always download via Itunes on your PC never via iPhone. Also take Icloud and PC backups.
Do you have 3.1 Gb free space in your Iphone ? If not first get 3.1 Gb space. Back it up. Goto itunes Check for Updates. Update Itunes to 11.1.
