Was that whole Seychelles island controversy resolved in India's favour? This would be public knowledge, but what's available on the internet, is not clear. Wikipedia gives the Seychelles' opposition party view that nothing has been conceded to India. But other sources say India is very much present.

No, whole was concluded against India's favour.

India anyway has little proto-military presence in all ally states. But the plan to make a major military base there is on hold now.

I watched the whole video. Al Jazeera is showing this video as the military base suddenly popped up from nowhere. Reports were out about this Island 5 months back. At the end they are making a case that the island will meet the same fate of Diego Garcia island.

Found the LinkedIn profile of Afcons site engineer for Agalega project. Not sharing the profile link here due to privacy. As per account's bio, this seems to be a full fledged navy and air base. Construction includes officer residential and dining facilities.
