But the complicated railgun doesn’t even have to work to succeed, as it looks as if Beijing’s doing this to embarrass Washington.

Simple........ Develop as many SOW as we can.

China can not beat US. It is a similar propaganda like J 20 is F22 killer.
China has more manufacturing base than USA and has larger population. Why do you think USA is the strongest? In the past Chinese technology was not good enough but that has changed since 2010 when USA technology stagnated while Chinese are catching up. In 5 years, Chinese will be as good as USA in technology.

USA doesn't have superman who gives it enormous strength.

USA is strongest because they have much more strong institutions of research and they can source talent from across the world. China believes in reverse engineering. They do not have such robust education and research institution. Yes, they can produce the things on large scale but will always leg behind in research.

USA and Russia are strong because of vast petroleum reserves, vast natural resources of ither kinds and self sufficient food production.

Let us not get overly swayed by propaganda about research. What USAcan make, even China can make. USA refused to supply semiconductor chips to China in 1990 and China made it themseleves. China also developed their own ballistic missiles, space launch vehicles, submarines etc. Let us not simply overemphasize on large number of researchers. What is needed is focused research with all the funding, equipment etc, not large number of people writing thesis

These Chips and their architecture made their way into Mainland China in a way or two. China encourages their home companies to take license from Western companies to make the chips in China and slowly they reversed engineered them. Recently another Chinese company has managed to take license to produce old 90s VIA x86 processors in China. Though VIA design are old, this will allow them to reverse engineer the x86 architecture and build their own chips.

China did not get license when they needed it. USA refused to even sell chipe to China in 1990 and China promptly made their own. Only after they made all the progress, they are now getting license. Even India has obtained chips from USA for reverse engineering the architecture to be used in space rockets. Indian Tejas chips are also reverse engineered in a way.

Chinese already have X86 architecture and may need the license only for specific use. China already has chips in critical sector like Space, missile, satellite, defence items like radar, planes etc without any USA assistance. So, this new chip license will.not change the aituasitufor China

As per the latest document released by the DRDO for recruiting consultancy officers, it mentions the scope of the work is to monitor the development program and test facilities for an 100 MJ(mega joule) high power rail gun!!! fed by an capacitor bank

US Navy abandoned the project just now.
I don't think it makes a viable weapon system for real war like scenario.
People trying to Push SciFi stuff into Navies throat.
