as far as focus highways and eways are concerned, it looks that way because of recent focus on them. but at the same time DFCs are also happening, if states cooperate, there will be more DFC in the country.
and all this is happening because of India's "cost of logistics" in world bank's "ease of doing business" ranking.
it's neither "Hum loot gaye" nor "sab changa si", as with everything in life, it's a process and a long one at that involving multiple stakeholders. it's better to do a decade by decade comparison, rather than snapshot comparisons at a single point in time.
