Collateral is not a bug, it is a feature. If a "civilian" residential complex provides shelter to a terrorist, then the hit team must make it a point to demolish 4-5 buildings surrounding the safehouse as a punishment for not relaying information to the agencies. Civilians should rat out terrorists if they don't want to get caught in the crossfire.

Don't have to worry about heart and mind of mindless people who shelter terrorists. Only those people can claim human rights who believe in the human rights of others. Terrorist sympathizers and OGWs are not covered under this scheme. Every other week there are reports of CRPF people getting their head burst by stone pelters. If there is going to be collateral, it better be on the other side, not on our side.
