It does not mean that they will declare their assets to politicians. No department in the world declares. They may declare something but of no value.
Once again we do not know how much was destroyed, but as RAW reports directly to the PMO, they cannot keep everything secret. Political leaders DO come to know of secrets that we do not. This is what allowed Pinky Bhutto to hand over the list of Khalistanis to India under the ISI noses. RAW is far more pliable and while we can debate over semantics, it has been acknowledged that Gujral by sharing the details of RAW ops in Shitistan, caused immense damage to the overall network.

It's not just the agents compromised, but the fear, uncertainty and a sense of betrayal that makes future recruitment difficult.

Yes no doubt in that but they are able to do so because the bureaucrats under them support them. Finally a leader himself never creates a report it comes through a channel. Without a sign of all the officers any notice or order cannot be generated.
Even if most junior grade one officer objects to it, a leader fails to proceed unless until that officer is transferred.

This is how it works.
Leader does not have to create a report. He can demand info and summarily dismiss those who do not comply. As much as they can be sanitised, if the higher ups are hell bent, you cannot save all the info.

Dulat was a good negotiator so they tried this also.
If Dulat was anything like he's today back then, then it was a disaster. His negotiation is giving Kashmiri Sunni Muslims the right to self-determination and pardoning all the terrorists. I shudder at the amount of dmaage hu must have caused.

I don't say that there were no problems and there was no failure but in the end you land to a conclusion that a civilian govt when deals with military state then the civilian govt then you cannot expect it to work like a military state. And take decision like PA does.
That makes no sense at all. There were multiple failures and multiple self-goals in the quest of personal glory and self-aggrandisation. All this hiding behind civilian government is hogwash. Only under three PMs, India's intelligence apparatus against terrorism has been severely compromised.
1. Morarji Desai- RAW/IB in Kahuta
2. I K Gujral- RAW in Shitistan
3. Manmohan Singh- TSD.

And these civvies were ably assisted by the likes of Bikram Singh in the uniform. Even JJ Singh was on board with army withdrawl from Siachen, before making a U-turn.

But they can do that in Pakistan also. Why in India only? And changing them in India would cost them more. They get 500 INR for 500 PKR in Pakistan and in India they would get just 280 or so in INR
They'll get real Indian currency in India...

There's a 1000 PKR note behind that 500 PKR note as well. Anyways, I don't think Pakistani terrorist groups buys legit INR notes from Pakistani Forex outlet which keep tracks on note buyers, instead they have it exchanged through hawala agents after crossing LoC.
My point is they won't be so naïve that they won't think that any hawala could pass on info to Indians
so its risk + loss .There are many hawals working in Pak too which can get them INR from Dubai avoiding both risk and loss.

Security forces increase footprint in terrorist bastion Shopian

SRINAGAR: The security forces' footprint has considerably increased inShopiandistrict, considered the last bastion ofterroristsoperating in south Kashmir, with the Army establishing new camps and the CRPF pushing a reserve battalion into the area, officials said.

Once seen as the 'ground zero' for terrorists, who used to roam openly in the area, problems started after April this year with security forces facing resistance in entering Heff- Shirmal area in the district, they said.

Senior police, Army and the Central Reserve Police Force (CRPF) personnel started burning the midnight oil to overcome the crisis of controlling Shopian, which is located south of the Peer Panjal mountain range and can provide free access to terrorists to cross over to Doda, Kishtwar and Poonch area of Jammu, the officials said.

After the killing of Burhan Wani, the poster boy of Hizbul Mujahideen militant outfit, on July 8 last year, the district has accounted for the disappearance of over 37 youths, who are believed to have joined various militant outfits.

Officials said that after increasing the footprint, local intelligence has started flowing, resulting in encounters that saw top terrorist leadership, including the main recruiter for Hizbul Mujahideen Irfan Sheikh of Maldera and the group's financier Waseem Shah being eliminated.

CRPF has also moved in a reserve battalion comprising nearly 1,000 men into Shopian.

Victor Force, a counter-insurgency unit of the Army, headed by Major Gen B S Raju, and Deputy Inspector General of Jammu and Kashmir Police (South Kashmir) S P Pani along with CRPF officer brain stormed and started re-calibrating their plans for making Shopian a terrorist-free zone, they said.

Jammu and Kashmir police moved in a considerable number of its personnel to various parts of the district and its crack teams of special operation group got attached with teams of the Army and CRPF to engage in a quick operation, whenever needed, they said.

Army has established nearly five camps at Nagabal, Chillipura, Maitribugh, Zainpura and Larkipura besides increasing strength in existing camps in the area, the officials said.

The most important was the Army camp at Chillipura, which is located next to Heff-Shirmal area, as it provided a safe haven to terrorists with a natural cover being provided by the lush green forests and apple orchards.

Considered as a gateway to the Kashmir Valley for being strategically located en-route to the historical Mughal road, Shopian has at present nearly 15 active terrorists. Out of them, only Saddam and Zeenat-ul-Islam are A++ category terrorists who carry a cash reward on them.

Rather late in the day but as they say, it's better late than never!

The security forces should have redeployed to the Shopian area soon after Bhuran Wani's killing as it was well known that this area was the nerve center of terrorist activities. Dozens of youth from the area have joined various terrorist groups due to this delay.

This is heartening news! Hopefully a solution to this vexed problem is found soon so that development efforts in the East get a fillip.
Just pray that Congress and others don't succeedd in meddling. Already Congress is doing round with talks about land deal with Nagaland both in Assam and Manipur.
