That is not the rule anymore. Most of these "insurgents" are local thugs who create or join a "militant group", fire a couple of shots in the air and surrender a week later.

Both Central and State governments are spending a lot of money to "rehabilitate the surrendered militants". So people who have nothing better to do take the above mentioned route.

These are just 68, back in 2014/15 "militants" were surrendering by hundreds and in one particular case, over 1700.
