Majority of active terrorists in Jammu and Kashmir are Pakistanis, says MHA Official

More than 50 per cent of around 220 active terrorists in Kashmir are Pakistan nationals, a home ministry official said on Thursday. He also said that infiltration bids have seen a rise in last five months. Around 220 terrorists are active in the Kashmir Valley and majority of them are Pakistanis, the official said. At least 120 attempts of infiltration have been made till May, with 30 militants having been successful at the attempt, he said. In 2016, there were 370 attempts of infiltration in Jammu and Kashmir, the official said, adding as many as 119 terrorists had sneaked into the country that year. According to data compiled by the home ministry, 88 Kashmiri youths had joined militancy in 2016, the highest in last six years. In 2014, 222 terrorists tried to enter the country, but only 65 could make it, and in 2015, 121 ultras attempted to cross the border, but 33 of them were successful. Besides, there has been a steady increase in the number of youths taking up arms in the Valley from 2014 onwards as compared to ones between 2010 and 2013, the data said.In 2010, as many as 54 youths joined militancy, in 2011, however, the number came down to 23. It further dipped to 21 in 2012 and 16 in 2013, it added.

Finally, Indian Army gets bullet-proof helmets

For the first time in 25 years, the Indian Army received 7,500 new ballistic helmets to protect its infantry soldiers.While the first batch has arrived at the ordnance depots, a second batch of 30,000 helmets is expected by 2017 end, whereas more than one lakh are to be handed over to the army by mid-2019. The army had placed a Rs 170-crore order for 1,58,279 helmets to Kanpur-based firm MKU in order to replace the standard issue Model 1974 infantry combat helmets. Of the 1.58 lakh new helmets, more than 50,000 would be in commander configuration with in-built communication, set up to make them compatible with three types of radio sets being used by the soldiers, army sources told DH. Within weeks of receiving these helmets, the army ordnance depots issued nearly 2,500 of them to the troops leaving for a UN peacekeeping mission duty. Extensive testing A more extensive testing with 6,000 randomly picked helmets is being planned at the Terminal Ballistic Research Laboratory once these protective head gears are received. Apart from ballistic protection from the rounds, the helmets come with nearly 40% lower Behind Armour Blast Trauma, which was a compelling factor for the upgrade. The army opted for these helmets based on their strength and coverage, fit with memory foam padding that rules out the need for constant adjustments (dangerous in an active combat scenario) and the ability to take on accessories. “These would be given to the soldiers on counter-terrorism duties as well as to those deployed along the Line of Control or near the Line of Actual Control,” said an officer. In the 11th plan period (2007-2011), the government approved the purchase of 3,28,214 ballistic helmets for the Indian armed forces. This includes 13,981 helmets for the navy. However, the first order was placed for around 1.58 lakh helmets. The soldiers on counter-insurgency and border guarding duties are short of good quality protective gears like bullet-proof jackets and helmets, which attracted criticism from Parliament several times. After failing to purchase 1.86 lakh bullet-proof jackets through the normal route in the past seven years, the army is now purchasing 50,000 jackets through an emergency route.

The Indian Army on Friday introduced light weight ‘ballistic helmets’ to help soldiers fight better wars, as it helps in the quick movement while providing better safety. These can also save soldiers from bullets up to 9 mm fired from as close as 20 meters. The army has said that it is going to issue these to soldiers deployed on the Line of Control (LoC), Line of Actual Control (LAC) and to personnel involved in the counter insurgency, and counter terrorism operations.

The manufacturer of these helmets is MKU India Pvt Ltd. A total of 7500 helmets has been received in the first lot, out of which, 2500 have been issued to soldiers on United Nations deployment. In addition, further 6000 helmets are undergoing ballistic tests, an Army statement said.

In the first lot, total procurement of 1,58, 279 of these helmets will be done for the use of the Indian Army, Navy and UN soldiers. These will be of two types, normal ballistic helmets and the command ballistic helmets. The command helmets will be compatible to put the hands free communication set. The old helmets did not have such facility and protection. The Navy will get 13, 981 ballistic helmets out of the total requisition.
