We have failed to produce another Sundarji and it is telling. Someone well placed told me army higher up is nothing better than beaureucracy.
Possibly there will be people in all systems and professions who are time passers and get to the top ranks without rocking the boat as also those who have the right connections and so on.
However, it would be too general a statement that all are afflicted with a bureaucratic bent of mind and practice.
I am sure you are aware that the Cold Start doctrine was initiated by Gen Bipin Joshi, but was contemptuously set aside by the Govt duly influenced by 'the saviours of the nation'- the knowalls - the IAS! This was stated by Lt Gen Oberoi,who is an ex Vive Chief and was the DGMO.
It was only when the long and tardy mobilisation in Op Parakrama happened and the strategic surprise was compromised that the Govt hastly accepted the Cold Start Doctrine.
Gen Sundarji's Doctrine was a good one, but it would never be put into action because of the lack of political will to take the 'dangers' in their stride.
Therefore, the next best course was the Cold Start.
There are people who are quite innovative and brilliant, but you cannot do much except make postulations and doctrines to suit your intellectual restlessness and get self satisfaction and that is all since there is no strategic vision nor is there any political vision or direction.
