Well it means slightly more than "anything". MOUs are a step in the right direction and this is not exactly a high tech import or a particularly expensive one. But there is a difference between the two MOUs. Unlike the non existent history between LockMart and private players, HAL has been producing Russian stuff since 1960s and this one specifically deals the assembly at Tumakuru plant, the designated plant for all future helicopter needs of India.If it was signed with GoI it would mean something. A statement given by the Ministry of Defence said that the facility will function as an independent division of HAL in Biderehalla Kaval, which is located at distance 107 km from Bengaluru. The Government of Karnataka has allocated 610 acres of land for the project. The Indo Russian Helicopter Pvt Ltd (IRHL) is a joint venture cum subsidiary between HAL, Russian Helicopters and Rosoboronexport.
The goal of the joint venture has been to manufacture KA-226T helicopters in India. The capital of the joint venture is estimated to be at Rs 30 crore, with HAL holding shares up to 50.5 percent. 42.5 percent of shares will be held Russian Helicopter and the rest by Rosoboronexport. An MoD release said that the new facility at Tumakuru will be self-contained for production and maintenance of LUHs. The release also said that the cost of the project to cover initial setting up of facilities is expected to be around Rs 2000 crore.
Russian stuff is subject to sanctions. India doesn't want to suffer CAATSA and Safran doesn't want to suffer the EU sanctions over Crimea. Those are two reasons you won't be getting Ka-226. It is best for you develop your own LUH that meets the altitude requirement, since Fennec isn't good enough, and come back to us for the engines. In five years you could develop your own or UEC might develop an engine good enough to put in it. Only time will tell...But there is a difference between the two MOUs.
