Word has it that India and Sri Lanka are going ahead with a 1987 deal to get going with the revamp of the oil tanker infrastructure at Trincomalee harbor in that country. This has spooked the CCP, who has dispatched a minister to advise the Rajapaksas against this agreement with us.


Question: What do we get from cannibalizing the storage capacity that could have been stored in Tamil Nadu instead?

I know the obvious answer, foreign influence. But for how long, given the see-saw attitude of the Rajapaksas?

Deal confirmed.

61 tanks will be developed with a 49% stake of Indian Oil in this deal.

Another achievement for GoI vis-a-vis CCP.

Apparently, there are 2 credit lines that we are arranging with the Lankans.

Looks like the Lankans are really milking both us and the Chinese in a race against time. I am really disgusted and shocked by the fact that Rajapakse was never refused by the creditors for the remaining 80% of the sovereign debt that he took even if we accept China's complicity in their default.


China has given debt-ridden Sri Lanka the financing assurances required by the IMF to unlock a USD 2.9 billion bailout package for the country, days after India strongly backed the island nation's efforts to secure the loan from the global lender to recover from its worst-ever economic crisis.

The Sunday Times newspaper reported that China's EXIM bank delivered a letter on Saturday granting Sri Lanka a two-year moratorium on repayment and agreeing to the International Monetary Fund's extended fund facility (EFF). The report was confirmed by Sri Lankan officials who did not want to be named.

The Chinese response came close on the heels of India stepping in first to issue the necessary assurances last week. India's Ministry of Finance last week issued a letter to the IMF to confirm its support to Sri Lanka on the issue of debt restructuring, ahead of a visit by External Affairs Minister Dr. S. Jaishankar to Colombo which concluded on Friday. Jaishankar during his visit also announced that India has given the required assurances to Sri Lanka for the bailout package.

Sri Lankan officials said that China had agreed to a short-term suspension of what Sri Lanka owed and expects Sri Lankan creditors to get together to work out the medium and long-term commitments.

The IMF in September last year approved Sri Lanka a 2.9 billion dollar bailout package over 4 years pending Sri Lanka's ability to restructure its debt with creditors - both bilateral and sovereign bond holders.

By the end of 2022, Sri Lanka owed nearly USD 40 billion to bilateral, multilateral and commercial loans, according to figures released by the treasury. Chinese loans amounted to nearly 20% of the total owed and 43% of the bilateral loans. Sri Lanka in April 2022 declared its first ever debt default as the economic crisis triggered by forex shortage sparked public protests.....

Lankans suffer from the same "little" brother syndrome with India.

India giving them such a long rope is a huge mistake. There'll never be any gratitude from the Lankan side.

The way he's talking, it's almost like Sinhala is headed to becoming our 29th state.

22 million more people and $50 billion debt - no thanks. Not required.

Will they allow us to make permanent military bases on the Island? What's the guarantee they don't allow Chinese Navy to dock again on their ports?
Do we need military bases there when we already have our own islands doing the job in Andaman? Our aim is to keep Sri Lanka military-free. They can have their own forces (as long as they don't kill our fishermen), but PLA bases are a no-no. There is no guarantee, we might have to do a Ukraine on them if they try.

But we should avoid any attempt at merged. Today, more people from our former lands = more trouble in either financial or demographic form.

They can have their own forces (as long as they don't kill our fishermen), but PLA bases are a no-no. There is no guarantee, we might have to do a Ukraine on them if they try.

Yes, we have Andaman but it's good to have counter presence there incase China thinks of any adventure. I wouldn't complain if we deploy some Brahmos and patrol our P-8s near Hambantota.

because the last time we went to Sri Lanka it worked out so well isn’t it? We are not an expeditionary force.

The Americans have the naval expeditionary capability Because their doctrine is to keep wars off their soil.

The Russians and Chinese likewise can be an expeditionary force over land.

But we are an insular fighting force that’s masters it’s home turf. Getting involved in another country would be a foolish idea.

China is considering setting up a radar base in Sri Lanka to monitor India's presence in the Indian Ocean Region and the activities of the Indian Navy, besides strategic assets in the Southern part of the country, including Kudankulam and Kalpakkam nuclear power plants.
The proposed radar will also be able to track US military activities in Diego Garcia. The Aerospace Information Research of the Chinese Academy of Sciences could be involved in this project in the jungles near Dondra Bay of Sri Lanka, ET has learnt.
The radar, if set up, will be detrimental to India's strategic interests across the region and India's strategic installations in the Southern part of the country will be within the range of the radar, according to persons familiar with the matter.

The radar, it is feared, can track movement of Indian Navy vessels travelling to Andaman and Nicobar Islands. There are also fears that radar can monitor Kudankulam and Kalpakkam Nuclear Power Plants and refuelling in these facilities, ET has learnt.

Lanka remains critical to Beijing's ambitions in the Southern Indian Ocean and Colombo is vulnerable to Beijing's requests given its debt, sources said. Dondra Bay is located at the Southern-most tip of Sri Lanka. Dondra has significance in Lankan history and was once the capital of the island nation.
Chinese lease of Hambantota Port for 99 years and visit by a PLA spy ship last year that has adverse implications for India's interests in the region has been closely monitored by the Indian establishment.
Last year Chinese spy ship Yuan Wang 5 docked at the Hambantota Port with Colombo caving into Chinese pressure. The ship was allowed on the condition that it did not carry out research while in Lankan waters and it kept the Automatic Identification System switched on, ET had then reported.
After intense negotiations, Sri Lanka permitted the vessel to dock at Hambantota and remain for six days for refuelling and taking in other supplies.

The Hambantota port has been run by the Chinese since 2017, when they took it on a 99-year lease for $1.12 billion. Earlier $1.4 billion was paid by Sri Lanka to a Chinese firm to build the port.
"From time to time, Sri Lankan governments have been making rhetoric about their foreign policy stances such as 'non-alignment', 'neutrality', and 'India First.' Also, they have occasionally said that we do not want to intervene in the power struggles of superpowers. However, the news that China is planning to set up a radar base has raised serious questions about Sri Lanka's foreign policy," said A. Jathindra, a Sri Lanka-based independent political analyst and head of a think tank, Centre for Strategic Studies, Trincomalee.
India has been suspicious of Beijing's increasing presence in the Indian Ocean Region.

The usual rhetorics will play out , most sections of SL will call out India for its "Big Brother attitude", the Govt of SL will say it values its relationship with all parties alike, and has India's interest at its forefront, all the while letting the Chinks do things detrimental to our sovereignty. India as usual will sanction another billion dollars hoping to change SL's approach. And the cunning SL govt will extract as much as it can from India, and get in bed with Chinks by night. No bombing, no demarche, just the usual play. Problem is, we've let these small kids around us play that victim card of "big brother" against India (even when our national security interests are concerned and us not imposing anything on them) even as China shoves a big stick up their orifices unlubed. Makes me wonder if these guys actually like it rough that keeps them silent to the Chinese treatment. Maybe we should give it a try too.
