Most modern armed forces in the world like US,UK & Australia draw up a "perspective plan", which they share with their industry in advance. While the US, the UK and Australia draw up a 15-year perspective plan, the French publish one with a 30-year perspective, gives time needed for developing defense equipment.

"Only" the Indian Navy had a "perspective plan" while the IAF and the army had never had such a practice.

According to defense ministry officials, based on the new LTIPP-Long Term Integrated Perspective Plan, a technology perspective capability road map would be made and "shared with DRDO", defense public sector undertakings and Indian industry, so that they could plan ahead.
LTIPP will give domestic developers the "time needed" for developing defense equipment.

India has paid a heavy price for the lack of such a long term perspective by Indian air force & Indian army.

New procurement policy to boost India's self-reliance in arms
DAC Approves Major Changes in DPP to Encourage Indian Defence Industry


Ten major changes in DPP-2013

1. Self-Reliance: Indigenous development and manufacture to be favoured over foreign procurement.

2. Road map: Private industry to be given a Technology Perspective and Capability Roadmap (TPCR).

3. Level playing field: Maintenance ToT to be given through bidding, not nomination of DPSUs/OFB.

4. Industry in loop: Military to consult industry well before procurement so that acquisition plans can be translated into "national defence R&D and production plans".

5. Simplification: "Buy & Make (Indian)" procedure to be simplified to benefit private industry.

6. Clearing backlog: Pending indigenous cases worth Rs. 1,20,000 crore in "Make" and "Buy & Make (Indian)" categories to be cleared quickly.

7. Licensing: "Defence Items List" to be finalised to simplify licensing.

8. Security framework: Draft Security Guidelines finalised. Being sent for consultation with stakeholders.

9. Finance for MSMEs: SIDBI to earmark Rs 500 crore for defence MSMEs.

10. Enhanced financial powers: Service chiefs' financial powers tripled from Rs 50 crore to Rs 150 crore

So more delays to defence modernization...

The silver lining would be that maybe this will deter purchase of more and more T-90S/MS and induction of Arjun MkII
that is the idea, lets see how innovative is Russian lobby, remember they have tons of black money. Sarkari guys who are not corrupt cant compete with them.

Most important point is that we have to upgrade our Industrial capacity.

Some who has :frusty: this first hand.

We have to work on some core tech, specially for 3D metal printing in big way, that is future and we have to aim high.

How is this difference from the current system? ......xample can be something as "lowly" for want of better word like Helmets, clothing, BPJ for infantry.

how is this different ? - youre right - it probably isnt - it could be a diplomatic way of admitting that there has been some straying from the present rules and so we need to reinforce the priorities - it is saying we are serious and that the priorities are relevant - a few years on he might have to repeat this a third time and then it will mean that we are gonna bring in penalties for those who diverge from these rules ...and he will have to give some outlines of the "penalties" ...:namaste:

India Produce some of the Best Helmet & BP-Vest , Plates which can protect from Bigger 7.62x51nato rounds, We even have the needed camo manufactured in India.. ( MKU / Others )

But these much needed Equipment never seen by Our own Indian troops, People are busy making money else where on imports..

I don't know about best helmet or BP Vest but one of the biggest manufacturer in the world of BP vests is in India. In any case making bp vests or helmet is not rocket science, the fiber needs to be imported and its a labour intensive job.
