Although "rallying people for war" has been many gov't "natural alternative", as many people easily believe it is, that actually has proved only slim to achieve its objective, e.g. Falkland crisis by Argentina gov't. Allow me to say CCP (who I admit is smart, very smart) had already learned & reached conclusion that won't work. My another proof-of-point is: all the wars CCP mounts, are NOT in its hardest times, like you mentioned it need to rally people...There is also another important factor
