see here after having a refuel the nozzel turns and after that it seems flush

nacelle bay ventilation scopes, the purpose is to reduce IR signature though cooling of engine bay and engine nozzle through ambient air

The two scopes can drawn air to cool the engine blocker as well

F-35 has almost double the internal fuel capacity of Rafale at 8,278 kg versus 4,672 kg, so it does not need external fuel tanks in most missions. F-35 therefore can maintain a clean profile to maximize stealth and minimize drag while Rafale has to carry huge underwing and underbelly EFTs like a banyan tree full of parasitic vines.
