Boron-carbide is better, but it is used in combination with kevlar. Kevlar alone might protect against handgun/non-military catridges, but the left energy will not be absorbed by the armour, which leads to broken bones (rips mostly) and internal bleeding.
Ceramic plate will deform/stop bullet and absorb energy, while kevlar backing holds the splinters together.

Civilian ammo is more powerful than military ammo. If anything can protect you from civilian ammo, it will surely protect your from military ammo.

Not really. Catridges like .22, .30, .32, .44 etc. are pretty common in civilan use, but lack a lot of power compared to military ammo in two ways: First of all they often have less energy (1/2 mass * velocity²) and secondary they are not designed for penetration.

Take it from me. Civilian ammo is more powerful than military ammo, for standard .303, .308, .22, .45, 9mm, 7.62mm, 5.56mm.

Rule of thumb: civilian ammo > military ammo.

The above two illustrations show the Raytheon-built gunner's sight being proposed by Larsen & Toubro for the T-72M1 MBT upgrade. This same sight is also on offer by L & T as a panoramic target acquisition system for the NAMICA troop commander's vehicle. This sight will be mounted on a hydraulic mast on the NAMICA.

The above two photos show the Prahaar NLOS-BSM mounted on a TATRA vehicle. This poster was on display only on March 29, 2012 and was removed the very same day and was replaced by the poster (shown below), although the full-scale model of the Prahaar was shown mounted atop a TATA-built TEL.
