It always baffles me that Kinetica-1 is reported as of mix-ownership. What's mix-ownership? Half owned by state and half owned by private individual?

So Kinetica-1 is lesser private than Ceres-1 or Tianlong-2 etc but it's more private than Kuaizhou-1A or Kuaizhou-11.
