The kid: There is one circle in 1027, then there are three circles in 1069, there are five circles in 8609, and there is no circle in 2471, so 2471 is zero.

It's an interesting question technically:

What is the asymptotic behavior and distribution of the number of integers with a fixed number of "circles" defined above?
