Morgan Stanley (of USA ) bought Acorn Computers and now Softbank group has most of the shares of ARM .
but Practically USA has most of the IP rights & decision making power (USA is controlling almost all the Japanese policies :biggrin2.
it's common for IC design companies to acquire IP core from ARM and integrate it into the SoC but it is not common to take credit of those technologies and declare it 100% ingenious .
If Your Companies are doing license Production then You are still dependent on Foreign countries .................that means You can not afford Cold war with USA (or Taiwan , Korea , Japan )
develop Your own processor & Your own architecture ......................like Intel & Apple have different architectures .
Qualcomm or Samsung are not Chinese companies .
China is Far behind Western companies ....................all the upcoming smartphones & computers will use 7nm , 10nm is currently being produced & commercialized by Intel, TSMC & GlobalFoundries,
any Chinese FAB that is Going to Produce 10 nm processors ??
according to SMIC website it has capacity upto 28 nanometer (which is outdated for modern smartphones ).

Advanced huawei processors are based on ARM architectures & fabricated by TSMC (of taiwan ) .
just imagine the effect of economic war (with USA , Taiwan , Korea , japan ) on China .........
