Energon,I don't think so. IMHO the primary reason for a stifled indigenous capability, not just in defense, but many other production sectors in India is the lack of a sophisticated industrialized culture and mindset. Other than a few sparing industries like auto manufacturing (low end spectrum automobiles), the over all level of the manufacturing industry in India is pretty abysmal (compared to developed states and some developing nations like China and Brazil).
By Industrialized culture and mindset I mean the philosophical outlook of an industrial sector (and in some ways a society as a whole) which enables it to deliver an array of products and services to the marketplace on the basis of a wide, complex and sophisticated network of institutions and industries that are interconnected and constantly improving themselves.
