An Indian contract to buy 126 fighter jets from one of two European bidders could be worth $20bn, almost double the original estimate, according to the government.

The defence ministry revised up its initial $11bn estimate after reviewing bids from the Eurofighter Typhoon consortium and France's Dassault, the maker of the Rafale aircraft, a ministry official told the Financial Times.


While the government has already received the bid details from the companies, it was expected to officially open the sealed envelopes with the full offers on Friday.

After reviewing the competing offers, the government will choose a lead bidder with whom it will then start negotiating a final price.

When the tender to modernise India's air force, one of the biggest military aviation orders by a single country, was launched more than four years ago, it was estimated at $11bn.

In April, India shortlisted Eurofighter and Rafale after eliminating Boeing's F/A-18, Lockheed Martin's F-16, Russia's MiG-35 and Swedish Saab's Gripen.

The decision to choose one of the European aircraft has not prevented the US from making a last-ditch effort to sell advanced fighters to India. The Pentagon this week told the US Congress that it was prepared to provide information to India about the F-35 Lightning II, a fifth-generation fighter aircraft produced by Lockheed Martin.

European defence companies have expressed concern that the US might try to short-circuit the bidding process with a new, more attractive offer outside of the terms of the competition.

But Indian defence analysts say that the process to choose the multi-role combat aircraft is too far advanced for a U-turn. A sudden departure from the process would dent credibility, they say, at a time when the conduct of India's bureaucracy is under greater public scrutiny after a number of high profile corruption scandals.

This deal also gains much attention here in Taiwan, as everyone regard it's (one of) key to India's strength next 2 decades, even some sort of power projection and strategic deterrence, except nuke...

I am not sure, just a hunch. Otherwise, why hike the price all the sudden? Price should be going down if they are contesting with each other.
Because GoI hadn't revised the price since it was first issued over six years ago. There is such a thing as inflation.

New Delhi, Nov 4 (IANS) India Friday began the last step to decide the lowest bidder in the $10.4-billion tender for equipping its air force with 126 medium multi-role combat aircraft by opening the commercial offers from European consortium Eurofighter and France's Dassault Aviation.

But the suspense over the winner of the contract, said to be one of the largest in the Indian context, is far from over, as the Indian defence ministry and Indian Air Force will burn the midnight oil over the next couple of weeks to figure out the lowest bidder.

'The commercial bids for the MMRCA (medium multi-role combat aircraft) deal from the two competing firms were opened here in the presence of their representatives,' a defence ministry official said.

The bids of the European consortium from Germany, Britain, Italy, Spain and EADS Cassidian, as also Dassault Aviation, will be perused by the Indian officials to figure out the fly-away cost, life cycle cost, technology transfer cost and the offset offers before the winner of the contract will be known.

The four-year-long tendering process — one of the shortest as per Indian standards — had begun in August 2007.

The offset clause in the tender, included under the Defence Procurement Procedure (DPP) of 2006, requires the winner of the tender to reinvest 50 percent of the deal amount in the Indian defence industry in an effort to energise it.

The clause, an accepted norm in global military purchases, mandates that any foreign firm that wins a defence deal worth over Rs.300 crore will have to plough at least 30 percent of the contract amount back into Indian defence industry. In the case of the combat jet order, the offset value has been raised to 50 percent

India had in April down-selected the Eurofighter Typhoon and the Dassault Rafale and asked the manufacturers to extend their commercial bids, that were on the point of expiring, till the middle of December.

The down-select had resulted in the rejection of four other contending aircraft — the Lockheed Martin F-16, the Boeing F/A-18, Russian United Aircraft Corporation's MiG-35 and Swedish SAAB's Gripen.

The shortlist had taken place after rigorous flight and weapons trials of the six aircraft held in different terrain — Bangalore in south India, Leh in Jammu Kashmir's high altitude Ladakh region and in Rajasthan's desert under searing heat conditions.

After losing out in the MMRCA race, the Americans openly expressed their displeasure and are now pitching their new F-35 Lightning-II Joint Strike Fighter, a fifth generation combat jet from the Lockheed Martin stable.

India has already signed a deal with Russia for the joint development of a fifth generation fighter aircraft or FGFA on the Sukhoi T-50 plane design.

MMRCA Bids Open, Lowest Bidder In December

The M-MRCA bids are officially open. Senior officials from Dassault and EADS Cassidian were at Air Force HQ for the authentication and opening of bids in the presence of a host of MoD officers including, my sources tell me, DG (Acquisitions) Vivek Rae, Joint Secretary & Acquisition Manager (Air) Ranjan Ghose and Technical Manager (Air) Air Vice Marshal J.S. Panesar.




EADS Cassidian released this statement shortly after the opening of bids: Our offer for India's Medium Multi-Role Combat Aircraft (MMRCA) tender is backed by the four Eurofighter partner nations as well as their respective aerospace and defence industries. It is competitive and designed to deliver maximum value to India. Our proposal to make India a full partner in the Eurofighter programme is fully supported by Germany, the UK, Spain and Italy

A bilateral meeting between Prime Minister Manmohan Singh and French President Nicolas Sarkozy in Cannes on the sidelines of the G-20 summit could not take place on Friday thereby leading to speculation that France has lost the race for the `48,000 crore MMRCA deal.

NO matter who wins it should be declared at the earliest. If EFT has won I am sure they have offered a very rich TOT to counter french offer. because I feel price wise french plane had an advantage.
