No MKI has Irbis-E (Su-35BM only), all these MKIs have N011M and thrust vector.
I cant say for sure but some reports are suggesting Irbis-E in MKI..
HAL Su-30MKI: SB303 and so on ... (2010)
If the recent SB 303-309 was operational in early 2010 then its possible it have Irbis-E..

The Irbis-E, as customers demand an ability to defeat or degrade Western ESM equipment and the technology to do this becomes more accessible.
The N012 tail warning radar has been reported to be part of the Su-30MKI suite and is offered as a retrofit to other models.

The passive phased array Radar Irbis-E may be added to the fighter jet by 2010, when the first totally Indian-built Su-30MKI will roll out from HAL Nasik.

The only radar operating on the Su-30 MKI is the N011 Bars PESA radar, and that's confirmed. Secondly Irbis AESA will be eventually installed on the Sukhoi's although I don't know when yet. But as of right now, their is no Irbis radar on the Sukhoi.

Well I am starting to wonder how important these radar emissions are to countries. Because India does own Mirage 2000, and we could potentially get the Rafale (with full TOT) so I don't think it's as detrimental to any country if we know what the frequencies are.
Apparently it was important enough for IAF to turn them down during Red Flag so they didn't end up in PAF F-16s. A threat library is a programme you upload to the plane so your threat receiver can classify, locate, and prioritise threats. This programme allows a more precise SA of your battle space. It is the difference between having a scope with a bunch of unknowns with only a guess to range and bearing to knowing precisely the threat and its exact location. This can easily mean the difference between getting shot down, or shooting the wrong target.

Senior Dassault officials in France briefed visiting Indian Air Force AOC-in-C Eastern Air Command, Air Marshal KK Nowhar, about the Rafale and reiterated the company's willingness/ability to rapidly supply 40 Rafales to the IAF as a stopgap ahead of the MMRCA competition results. Dassault's pitch plays on the IAF squadron depletions, and the assertion that none of the other MMRCA contenders can deliver new jets as quickly as it can. The offer is a reiteration of what French prez Nicolas Sarkozy brought with him when he visited India in January 2008 -- ostensibly to help the IAF maintain its combat edge in the face of a possible delay in the outcome of the MMRCA competition. French Air Force Rafales did not participate in the just concluded Garuda-2010 air exercise, though it has been decided that four Rafales will fly to India at the end of next year for Garuda-2011.
Personally I think it wouldn't be good PR for the Rafale, if IAF flys all the way over to France and couldn't compete against it.

Hmm Rafale's did not participate..is that why IAF had little reservations on opening up BARS frequencies for BVR excercises? I recall they avoided doing so at RedFlag since both the Americans and French Rafales were sniffing at BARS operational frequencies.

this upgrade thing is such an old news. wonder if they would sign the deal this year or 10 years later
i think mirage upgrade has been put to rest....they were demanding the amount for upgrade by which IAF can buy brand new aircrafts.....and IAF did exectly that ordering 42 new SU-30MKI...
