I always find this x vs y comparisons meaningless. In war no one is simply going to have J 17s facing only MiG 21s or vice versa. It's like if a 18 year old man tries to break into your house will you decide to send you 18 year old brother or son to fight him because they are supposed to be equal? What you will do is to fight the burglar with all you have got.

The most likely scenario in which JF 17s will meet MG 21s one on one is when JF 17s are attacking (and hence weighed down by munitions/tanks) and MiG 21s are defending, or when MiG 21 are attacking (or escorting) and intercepted by JF 17s.

These are the primary missions for the Mig-21 and JF-17. Escort for Mig-21 and escort/strike for JF-17. Apart from QRA.

CAP and recce are secondary missions.

I am an Indian and it is a Fact that JF-17 thunder is better than MIG-21 Bison. Atleast from the Block-2 series onwards though. JF-17 block 1 and IAF MIG-21 Bison is pretty close Comparison I guess. Okay let's accept Facts here. The JF 17 Thunder is better than MIG-21 in BVR due to JF 17 having a better Radar, beyond 45-50+ kms range onwards. Block-1 and Block-2 are not very Good Aircrafts. Block 1 is a shitty Aircraft and it's not even a 4th Generation. JF 17 block 3 will be completely superior to MIG-21 in pretty much every Parameter because it will have: AESA Radar, EW Suite ,Upgraded avionics, New HUD , HMD ,dual racks , Extra Hard Point, New missiles (PL-10, PL-15). Don't how true are the specs of Block 3 but it's far better than any MIG-21 Bison.

It might be recalled that in India US Cope 2004 and 2005 exercise MIg
caused a lot of trouble to F 16 s

If MIG-21s were causing problems for F-16s in Exercises 2004 which were piloted by really skilled US pilots than you can just imagine really how unprofessional that Pakistani F-16 Pilot on 27th February of 2019 must have been that he was shot down by a MIG-21. I have read somewhere that US pilots have many times stated how Unprofessional Pakistani Pilots are.

It's nothing to be surprised, in the Right Circumstances a Tejas, JF 17 ,MIG-21 or even MIG-23 etc will be able to shoot down even an F-22 or even an F-35, provided that the right circumstances. Maybe in the Situation of MIG-21 shooting down F-22, that F-22 pilot must have been a really unprofessional pilot, and that MIG-21/JF-17 or any other pilot maybe really professional. Anything can happen in today's modern Warfare.
