UK Suspends Prisoners Exchange Deal with Pakistan

United Kingdom has suspended a convicted prisoner exchange agreement with Pakistan, signed in November 2018, due to leniency in the law and punishment to drug smuggler criminals in Pakistan, Dawn has reported.

Shozab Abbas, head of the Overseas Pakistani Division of the Foreign Ministry, told legislators that “Britain is not willing to continue exchange of prisoners’ agreement as the drug traffickers, serving their sentences in British jails, should not be let pardoned in Pakistan after exchange.”

Three police personnel, including a sub-inspector, were killed in Naxal attack in Latehar district of Jharkhand on November 22, officials said.

The attack by armed Naxals happened about 8.30 p.m. when the police party was on-board a four-wheeler near Lukiatand village under Chandwa police station area, they said.

The Naxals are reported to have sprung a surprise attack on the police personnel who were on patrol duty.

“Our police party was ambushed and three casualties occurred,” Additional Director-General of Police Murari Lal Meena said.

Some home guard personnel are also reported to be in the casualty list. The police were ascertaining which Naxal group was involved in the ambush.

4 Security Personnel Killed in Naxal Attack in Jharkhand’s Latehar

Three homeguards and an assistant sub-inspector of Jharkhand Police were killed in a Naxal attack in Latehar district on Friday, officials said, according to PTI.

PTI reported that those killed in the ambush were identified as Assistant Sub-Inspector Sukra Oraon and three homeguards Sikander Singh, Jamuna Prasad and Sambhu Prasad, according to the police.

The attack by armed Naxals happened about 8:30 pm when the police party was on-board a four-wheeler near Lukiatand village under Chandwa police station area, they said.
The Maoists are reported to have sprung a surprise attack on the police personnel who were on patrol duty. "Our police party was ambushed and three casualties occurred," Additional Director General of Police Murari Lal Meena said.

Jharkhand CM Condoles Deaths

Jharkhand Chief Minister Raghubar Das condemned the attack and expressed grief over the deaths.

"The attack on the brave jawans in Latehar is an act of cowardice. I strongly condemn this ghastly act. The sacrifice of our brave jawans will not go in vain. The whole of Jharkhand and the entire nation is behind the family members of the martyrs," the chief minister tweeted in Hindi.

In the aftermath of the Naxal attack on police officials in the state, the Election Commission has appointed former IPS officer M K Das as special police observer for Jharkhand Assembly elections, Chief Election Commissioner Sunil Arora said on Friday, according to PTI.

He said Das will reach Jharkhand on Saturday to take up his new responsibility.

The drones emitted a "low whizzing sound" that drew attention of camp guards after which offensive position was taken by troops and an alert sounded across all the nearby camps anticipating possible trouble by Naxals.

However, sources said, the mini-UAVs soon disappeared from the sky above the CRPF camps even before they could be aimed at and shot.

The development rang alarm bells in the security establishment leading intelligence agencies to a vendor in Mumbai who is suspected to have sold the drones to some unidentified persons, possibly Naxal cadres.

Inquiries in this context are ongoing, sources added.

Agencies are particularly concerned as the two camps where these drones were spotted are located deep inside the Naxal hotbed, do not have proper road connectivity and witness regular movements of armed Maoist cadres as the area shares border with Odisha, Maharashtra and leads to the jungle corridor of Andhra Pradesh.

"This development is a serious concern. Possession and operation of drones by Maoists is a new challenge which has been anticipated by security agencies for long. The issue has now surfaced," a top-ranking security official official privy to the development said.

‘Shoot at Sight Orders Issued’

He said "shoot-at-sight orders have been issued to security forces all across the LWE affected states to take down such rogue drones or UAVs being operated by Naxals."

A preliminary analysis of the incident estimates that the drones that were spotted were basic variants of a four-legged UAV that is controlled from the ground using a remote control and is used in capturing videos and photos of social events like wedding and public gatherings.

Agencies suspect Naxalite cadres have recently acquired these mini drones to conduct reconnaissance of security forces camps, monitor activities inside and even detect their movements near their hideouts.

“Till the time we have a uniform policy on countering enemy drones, it has been decided to shoot down such objects so that lives and activities of security personnel are not at risk, the official quoted above said.

A back-of-the-envelope estimate by national security agencies suggests that India hadover 6 lakh rogue or unregulated unmanned aerial vehicles (UAVs) even as security agencies are analysing modern anti-drone weapons like 'sky fence'and 'drone gun' to counter terror or similar sabotage bids by these aerial platforms.

PTI had first reported in September that security agencies have prepared an official blueprint that states unregulated UAVs and remotely-piloted aircraft system are a "potential threat" to vital installations, sensitive locations and specific events and a "compatible solution" is required to counter them.

The move comes three months after Jammu and Kashmir was bifurcated into two UTs -- Jammu and Kashmir, and Ladakh.

The Dadra and Nagar Haveli and Daman and Diu (Merger of Union Territories) Bill 2019 is part of the proposed Government business for the next week, Meghwal said. Officials said that the merger of the two UTs, located along the western coast near Gujarat, will be done for better administration and check duplications of various work.

So far, both the UTs have separate budgets and different Secretariats even though they are just 35 km apart. Dadra and Nagar Haveli has just one district while Daman and Diu has two. The merged UT is likely to be named as Dadra, Nagar Haveli, Daman and Diu and its headquarters could be Daman and Diu. On August 5, the Central Government had announced the abrogation of the Special Status given to Jammu and Kashmir under Article 370 and its bifurcation into two UTs. The country currently has nine UTs after the creation of the UTs of Jammu and Kashmir, and Ladakh. However, with the merger of Daman and Diu, and Dadra and Nagar Haveli, the number of UTs will come down to eight.

J&K Police Email Reveals It’s Monitoring Anti India Updates

Srinagar: The Jammu and Kashmir police shot a mail to media Friday evening inadvertently revealing a list of Twitter handles, it has monitored in the month of September, sharing news and updates on the ground situation in Kashmir.

The email was received from Police Media Center as a press release informing about the arrest of three drug peddlers and seizure of contraband substances along with three attachments—two of which were photographs of the drug bust carried out by police in Bonpora Budgam.

In the email, however, a document titled DNA Sep.docx was also attached, which included tweets from various social media handles on the micro-blogging site Twitter.

The list, an eight-page document containing screenshots of twitter posts, included new and updates from activists, journalists and international media organisations on Kashmir amid the government-imposed clampdown in the region in the wake of abrogation of Article 370 which guaranteed special status to J&K.
