China drops Arunachal to create 'positive' vibes before Li Keqiang's India visit

BEIJING: China has dropped its aggressive stance on Arunachal Pradesh and other contentious issues in the first ever Blue book on India. The book has been carefully crafted to avoid expressing grouse on issues like the border dispute and the presence of the Dalai Lama in India.

"The purpose of the Blue book is to inform ordinary Chinese people about the rise of India as a fast developing and powerful country. The tone is positive throughout the book," Ma Jiali, one of the book's contributors and a researcher at the Communist Party School, told TOI.

"Only basic details are given about controversial issues like the border dispute. There's no attempt to instigate negative feelings about India," Ma said. "The South Tibet (Arunachal) issue is discussed as part of the border problem. But not in much detail," Ma added.

The purpose is to make available an official view of India, and avoid anti-India hysteria over the Chinese Internet during the forthcoming visit of premier Li Keqiang from May 19, sources said. Chinese scholars, journalists and blog writers, who have millions of followers on Twitter-like websites, are expected to take the cue from the official document and create a positive atmosphere during Li's visit, sources said.

The Blue book says that the Congress-led coalition government in New Delhi is facing its worst crisis because of internal differences and a string of corruption scandals. It also discusses the BJP and other political parties in India besides talking about widespread discontent and agitations in India.

The book, mostly written by scholars in Yunnan University and published in Chinese, was released in an official ceremony on May 10 during the recent visit of minister for external affairs Salman Khurshid to Beijing.

India's relationship with China and Pakistan are covered in a chapter on the country's foreign policy since 1947. Issues covered in the book include India's economy, educational system, the technology industry and rural development.

Although Beijing continuously complains about the United States creating an Asian front to contain China, the book does not suggest that India would become part of the US-led front.

"Issues like Kashmir and India's fears about China building dams on upstream Brahmaputra have also been discussed. But the main focus is to introduce the reader to the issues instead of instigating negative emotion," Ma said.

This is archetypal Chinese ploy.

When they have a requirement, they will go to any extent to act coy so as to disarm the one addressed.

Having got their way, then they will get aggressive and difficult.

Right now, having stated openly that Li will be visiting India, his first visit abroad, basically to show the world how accommodating and peaceful China is, they know that it will be a huge loss of face if Li is faced with protests when he lands in India (and that will be instantly reported the world over since India is a free country where the international media has a free hand).

Therefore, China has to placate the Govt so that the Govt rounds up the potential threats and take them into 'protective custody' (like the Tibetans) as also placate the Indian public that China is very 'accommodating' and 'ever so understanding'!

Only teh gullible will fall prey to these Chinese machinations and devilishly cunning ploys!

Just like 1962.

Vacate where it was logistically and militarily untenable, but not where it was not.

And then shout from the rooftop that it was to 'teach a lesson', when it was nothing of the sort, except naked aggression!

In this case, if Kurshed cancelled his visit and Li told to take a hike, China, having announced with all fanfare that Li's fist foreign visit was to India to show the world how peaceable China is, would go for a toss and would be a tight slap on China's face and loss of face.

So, China climbed down from their high horse.

Khurshed runs an NGO for the disabled!

Yes, we have a habit of reading too much into what they say and do.
sometimes it amounts to reading between the lines.

Here is a news article from 2003 when a agreement took place to open Nathula border for trading.

Terming the accords reached by India and China as a "win-win" situation for both, External Affairs Minister Yashwant Sinha today said the border agreement had "recognised" Nathu La in Sikkim as a "border pass" between the two countries.

"We have signed a border agreement in which Nathu La has been recognised as a border pass between China and India through which trade will be facilitated," he said in an interview to BBC's Asia Today.

Asked if this meant a tacit admission by China over India's claims on Sikkim, Mr Sinha said, "you can read the language for yourself. I do not know why there should be any doubt about anything".

Mr Sinha said two border passes in Himachal Pradesh and Uttaranchal had been recognised by China for border trade.

To a question if there was any confusion over the Indian position on Tibet, the minister said, "if you look at the language which India has consistently used over the last 50 years, you will find that we have consistently taken a position".

Mr Sinha said, "I will say there is no change in India's position and it continues to be consistent with the past positions we have taken".

On whether there was any change vis-a-vis India's stand regarding Tibetan spiritual leader Dalai Lama, Mr Sinha said, "I do not think there is any change there". The decision to upgrade talks on the border issue with the appointment of special political representatives was described by the minister as a "very big development".

"This was an outstanding visit. The Chinese side said the first visit by Prime Minister Vajpayee as Foreign Minister in 1979 had succeeded in breaking the ice. This time, they said it has been the beginning of a new era".

Not to mention the meetings in early 1950's where Indian leadership read no objection by Chinese top Bosses meant acceptance of the existing border between the two countries.

well there are so many things going on in my mind, so many reasons why chinese would have done this, both good and bad. this is for sure a very carefully crafted plan but for what i dont know. is it a bait or is it a gesture? its hard to judge.

Pls don't trust PRC nor shall PRC trust India. India shall remain vigilant against every neighbour. Even in the last oasis Bhutan King Wangchuk must have had lots of sleepless nights not to become another Sikkimese Chogyal.

What's needed is to maintain COLD PEACE with all that diplomatic parlance.

The confrontation btwn India and China is far more deep-rooted than in the border disputes. India is bound to overtake China in population, then even more mouths to feed than China, now already with 1200mln of Indians! Like I said, being the most populous countries, endlessly fighting for scarce resources worldwide, fighting for water (Yarlung Zangbo), fighting for clout among South Asian peers... In one word Lebensraum!

In contrast underneath the seeming tug-of-war China and US (pop. 313mln. with the similar landmass to China) can be amigo-amigo thanks to inter-dependence in trade, and G2 gung-ho in world affairs. Meanwhile India trumpets all the way of self-assumed "shared values" with the US as if they were birds of the same feathers. But are they equals?

This is a zero-sum game!

Not just India, PRC is vigilant against even the smallest of independent states and even tin bunkers on the other side of LAC.
PRC invests quiet a lot to clamp down internal politics. PRC doesnt trust itself or is so much worried about its state of affairs.
