'France loses out on Brazil jets deal'


France will lose out in its bid to win a multibillion-dollar fighter jet contract with Brazil, the Folha de Sao Paulo daily reported Saturday.

The newspaper set France's $4 billion proposal for 36 Rafale fighter jets, from a consortium led by French giant Dassault, will be shot down for cost reason. It did not say who would be the likely winner of the highly prized contract.

The French bid is up against Boeing's F/A-18 Super Hornet and the Gripen, made by Sweden's Saab, for its FX-2 program.

French President Francois Hollande held talks Thursday with his Brazilian counterpart Dilma Rousseff in Brasilia during which he backed sharing technological knowhow and saluted increasing bilateral trade.

With Brazil seeking to retire its Mirage 2000 jets at the end of the year, France has been pushing the merits of the Rafale, initially believing it had a deal under Hollande's predecessor Nicolas Sarkozy.

ula da Silva, had said in 2009 that Brazil would plump for the Rafale but he left office before a deal could be put together and Rousseff then decided to reassess the options.

Indications in Brazil are that Rousseff is not ready to approve such a big-ticket purchase going into a year in which she seeks re-election and when her government is already under fire from voters for the estimated $11 billion cost of staging the World Cup.

Folha predicted a final decision would not come before 2015.

Brazilian decision already was taken by President(ess) Dilma Rousseff. Swedish Grippen is the winner.

Saab For Brazil´s F-X2
Project


Embraer and Saab have partnered in a joint program management for the F-X2 Project. Embraer will coordinate all development and production activities in Brazil on behalf of Saab and participate in systems development, integration, flight tests, final assembly and deliveries of both the single and two-seat versions of Gripen NG aircraft. Embraer and Saab will be jointly responsible for the complete development of the two-seat version of the Gripen NG, at the same time that a strategic partnership for future global promotion and marketing of both single and two-seat versions is being discussed between the two companies.
The agreement will be implemented following a successful conclusion of the ongoing discussions between Saab and Brazil relating to the finalization of F-X2 contracts. These talks are proceeding as planned and it is hoped to reach a positive outcome by the end of 2014.

Saab and Brazil Sign Contract for Gripen NG
Defence and security company Saab has signed a contract with the Brazilian Federal Government (Ministry of Defense through the Aeronautics Command, COMAER) covering the development and production of 36 Gripen NG fighter aircraft for the Brazilian Air Force.

The total order value is approximately SEK 39.3 billion. Saab and COMAER have also signed an Industrial Co-operation contract to deliver substantial technology transfer from Saab to Brazilian industry.

On 18 December 2013 Brazil selected the Gripen NG to be its next-generation fighter aircraft, through the F-X2 evaluation program. Since then all parties have negotiated to finalize a contract. Today's announcement marks the successful conclusion of that process.

Saab and COMAER have signed a contract for the development and production of 36 Gripen NG fighter aircraft, plus related systems and equipment. The program comprises 28 single-seat and eight two-seat Gripen NG. The total order value is approximately SEK 39.3 billion.

Saab and COMAER have also signed a contract for industrial co-operation projects, including technology transfer to Brazilian industry, to be performed over approximately ten years.

"We are proud to stand side-by-side with Brazil in this important program. There is already a long and successful history of industrial co-operation between our two countries, and this historic agreement takes that partnership to a new level", says Marcus Wallenberg, Chairman of Saab's Board of Directors.

The contract with COMAER for Gripen NG and the associated Industrial Co-operation contract will come into effect once certain conditions have been fulfilled. These include, among others, the necessary export control-related authorizations. All of these conditions are expected to be fulfilled during the first half of 2015. Gripen NG deliveries to the Brazilian Air Force will be undertaken from 2019 to 2024.

"The contract with Brazil validates Gripen as the most capable and modern fighter system on the market. It solidifies Saab's position as a world-leading fighter aircraft producer and strengthens our platform for growth," says HÃ¥kan Buskhe, President and CEO of Saab.

The contract with Brazil strengthens the ties between Saab and Brazilian industry. Embraer will have a leading role as the strategic partner in the F-X2 program. As part of the technology transfer plan, Brazilian industry will have an important role in the development of, and be responsible for, the production of the two-seat Gripen NG variant for the Brazilian Air Force.

Brazil joins Sweden in becoming the launch customer for the next-generation Gripen, which shares the same smart design and innovative technology as today's Gripen versions. Gripen aircraft are currently in operational service with the Swedish, Czech, Hungarian, South African and Royal Thai Air Forces, and also with the UK Empire Test Pilots' School (ETPS).

The next-generation Gripen meets the market's demand for a sophisticated and flexible combat aircraft with sustainable costs. The aircraft provides more thrust, extended range and endurance, expanded weapons capacity, new sensors including an advanced AESA radar, highly effective electronic warfare systems and multi-function communications.

The Gripen NG for Brazil and Gripen E for Sweden share all the attributes of the next-generation Gripen design, but are also tailored to each country's specific national requirements. The commitments by Sweden and Brazil secure Gripen's industrial and operational future into the 2050 timeframe.

Brazil probes $5.4 billion Saab fighter deal

BRASILIA (Reuters) - A Brazilian prosecutor is investigating possible corruption in Brazil's $5.4 billion purchase of 36 Gripen fighter planes from Sweden's Saab AB. A spokeswoman for the federal prosecutors' office in Brasilia said on Friday the civil and criminal investigation will seek to determine whether there were "possible irregularities" in the contract, negotiated last year. The spokeswoman confirmed Brazilian media reports that the prosecutor was looking at a $900 million difference between the price in Saab's initial proposal in 2009 and the final price agreed upon in October. The Brazilian Air Force (FAB) chose the Gripen NG fighter over Boeing Co's F-18 Super Hornet, and the Rafale, made by France's Dassault Aviation SA. The first Gripens should be delivered to Brazil in early 2018, Saab has said. The air force said in a statement that the price difference was due to exchange rate fluctuations and additions to the contract, including flight simulators and a wide-area display cockpit panel, or WAD. The air force denied irregularities in the purchase and said it was ready to provide any clarifications needed. Globo's G1 news service reported that the latest-generation WAD screen chosen by the air force is only used in U.S. F-35 fighters today and will be manufactured in Brazil by AEL Sistemas, a Brazilian avionics company based in Porto Alegre that is a subsidiary of Israel's Elbit Systems Ltd. Prosecutor Anselmo Lopes has requested documents from Saab, the air force and AEL, including copies of contracts, financial reports and emails related to the fighter deal, G1 reported. Lopes has one year to complete his investigation.
