oblique launching is a classic effective launching method and simplifies the design of launcher/container...so it is also a relatively cheap solution...it's reasonable for HQ22( as the successor of legacy HQ-2 system and cost performance system HQ-12) not vertically launched. its Fire Control radar and commanding post are backward-compatible with HQ-12 (also known as export project KS-1/1A/1C).
the oblique launchers of HQ12/22/6 are 360 degrees rotating for all-aspect attacking. Exhaust plume deflection need extra care.
