That is just 1 reason. Another reason is Arunachal Pradesh wants to further boost its economy. Settling land and tribal resettlement to get dam projects going is a good way to get massive inflows of money to the state (and corrupt local politicians). But dam projects in India take too long to complete even when opposition is low. There is a big lack of engineering firms and turbine manufacturers who can do clean and timely construction. Hopefully these dams get up and running. Most were proposed in the early 2000s but subsequently got stuck/cancelled

No the terminal was built in 1958, and has undergone multiple renovations. But i am not sure if the roof structure is the same as it was decades back. Cannot find info on this

You can't say like that, its not like all units will be operational at all time. More likely only 1/3rd or 30%.
