Why Did India choose IAF Jaguar, when USSR was offering Su-24 Fencer, which might be more powerful in most of the issues, USSR even offered License Production?

AK Antony calls for timely, transparent defence procurement

New Delhi: Defence minister AK Antony today called for a "timely, transparent and judicious" process to procure weapons and equipment for the armed forces.

Inaugurating the biennial three-day Defence Accounts Controllers Conference here, Antony said: "Defence expenditure and procurement issues are complex and time-consuming and have a direct bearing on our national security.

"We have tried to infuse more transparency and efficiency into our procedures and systems. It is my firm belief that expenditure of public money must have an appropriate system of checks and balances."

He said the Defence Accounts Department had facilitated procurement of essential items for the defence forces and the capital expenditure utilised last year had been an all-time record.

"But, there has to be a transparent, timely and judicious use of funds for defence expenditure. The government has tried to infuse more transparency in the huge defence outlay, which is over Rs 1.52 lakh crore for the current financial year," he added.

Pointing out that there were complaints from ex-servicemen over disbursement of pensions, Antony called for early distribution of revised pension and arrears to them.

"Even now, I am getting a lot of complaints from people that they are not getting pensions... Considering the past, things have improved, but even then complaints are there still... You must take all steps possible so that they get their dues at the earliest," he said, asking the Defence Finance officials to expedite and further streamline the pension system for the armed forces personnel.

Minister of state for defence MM Pallam Raju, in his address, said pension adalats had become an effective mechanism for grievance redressal on the ground and expressed the hope that the pension arrears for pre-2006 personnel below officer rank (PBOR) would soon be disbursed.

He said the Principal Controller of Defence Accounts (PCDA) would soon roll out an e-ticketing system for air travel by personnel.

The PCDA Rail Booking System for e-ticketing would be introduced in another 200 armed forces units by next month and all units would be covered by the year-end, Controller general of defence Accounts Nita Kapoor added.

Defence finance secretary Indu Liberhan, in her address, stressed the need for continuing institutionalised interaction between her department and the three Services.

Comptroller and Auditor General of India Vinod Rai said since Defence Finance related to a sensitive national security concern, the keyword for its success was the outcome and not simply accounting.

Others present on the occasion were Army chief general VK Singh and scientific advisor to the defence minister VK Saraswat.

The problem is LGBs are useful only in certain times in the Himalayas. Fog and smoke almost always defeats LGBs and renders them useless. Also, LGBs are a rich man's toy. India cannot afford to employ them like the US or the British can. Also, we have fewer platforms capable of using LGBs as of now. The situation will change for the better in the future when India's economy grows.

Looking at Indian procurement it would stand to reason they would be buying Russian KABs but at less than 1% it doesn't look they have next to any. I don't recall if the Popeyes ever entered service.
We are procuring a lot of guidance systems from Israel with Popeye and the more modern Crystal Maze to name a few.

Raytheon is developing and installing a new Mission Computer for our jaguars. They will be able to deploy the AIM-9X as well as a wide assortment of LGBs. The MRCA program will also give us access to a larger number of LGBs once done. So, we already have a plan in place.

OFB needs to license produce a general purpose bomb available to all of their fighters, or develop one. It isn't hard to make an LGB these days, or even an electro-optical... even Iran has one of those.
We already have our own guidance kit developed by ADE for 1000lb bombs. It is called Sudarshan.

India cannot afford to employ them like the US or the British can. Also, we have fewer platforms capable of using LGBs as of now. The situation will change for the better in the future when India's economy grows.
The best GPS guided bomb is AASM, M2000-9 can launch it as well as Rafale. That would be the best choice for IAF. Only other option is JDAM but you don't want to be at the whim of US sanctions.

I see a contradiction here.
Whim of US sanctions and GPS. :p

France has access to military grade GPS signals, India does not. We will need the option of multiple targeting capabilities that includes IR and Laser. AASM does not have an anti-radar version either.

Anyway AASM is expensive. We will need to employ AASM type missiles along with the regular Crystal Maze type LGBs. JDAMs are quite cheap too. And we already have access to the best American sensor fused cluster bombs and some will be inducted pretty soon.

my point here is that ,TIME is not an issue here and that is the problem ,look at MMRCA 4 years now and no decision ( that if from IAF side but even if IAF selects an aircraft ,it will take another 1-2 years to go through all the obstacles in MoD)

The Indian Army (according to a just released RFI) is looking to procure assault rifles of 7.62 x 51mm caliber capable of being carried under water in marine and water bodies along with their accessories and attachments and brought to operational use immediately after coming out of the water. The weapon should have military standard picatinny rails along with reflex/holographic sights, night/TI sights, IR lasers and tactical lights.

This is just a cleverly worded RFI which is meant for selecting an ordinary 7.62mm rifle to replace Isapore L1A1. By now Army has issued RFIs for carbines, rifles, LMGs, GPMGs, HMGs, and now 7.62mm rifles. Army only likes Imported maal baap

The Indian Army plans to induct new-age gadgets such as micro audio bugs and video devices to keep a watch on terrorist hideouts and their meeting places and activities, apparently taking a leaf out of James Bond flicks.

"Possible nano-technology applications are micro-audio bugs and video recording devices with high capacity data storage to plant at likely meeting places of terrorists, over ground agents and sympathisers," the Army said on the possible uses of Nano-technology products in the 'Technology Perspective and Capability Roadmap' for the Defence Ministry.

Nanotechnology is an expected future manufacturing technology that will make most products lighter, stronger, cleaner, less expensive and smaller in size.

"We are planning to use these micro devices, which would be too small to be detected, for keeping a watch on movement and activities of terrorists", Army officials said here.

"Nano-size air and ground sensors can also be placed in specific areas and activate them when we want to monitor the activities there," they said.

The Army also envisages use of micro-sized energy devices which can power unattended sensors and devices in remote areas or places which require extremely light weight power sources like light-weight man portable radars, missiles, UAVs and other systems.

With nano devices, an all-india registry, we can not only secure our borders, we can also eliminate corruption and hold people accountable for their deeds, be it terrorism, corruption, or anything illegal. Technology can help eliminate the problems of India if the will to use it is shown.

Put some in GHQ in rawalpindi and also the ISI HQ. That will eliminate three quarters of the problems if not more.

Not happening mate. Didn't you see what happened when the recent phone tapping episode happened? Such devices in the open would finish off privacy.
