Seeing pakistan's situation since the last 4 years, I don't think RAW or GOI is taking any interest to make any benefit from the situation.
India's support in POJK is increasing. Even in Islamabad and Lahore people are wishing to merge with India. But I know merging is not an option for India but making another 4 Bangladesh is. It will solve islamist and Khalistan issue in India. Indian muslims will fall in line automatically. Pakistan is the oxygen for these people. If there is no Pakistan there are lots of benefits for long term. Even Chinese will get weak in this region.

So what should be India's strategy regarding this. Im getting hopeless the way GOI and RAW are behaving. We will soon miss the train if its not done now in next 3 years.

Technical answer: Economic sanctions + Diplomatic isolation, even from ummah wannabes.
Make sure doing business with Pakistan comes with a cost from India and giving them doles gets those countries in trouble.

1) Start unilateral sanctions against pakis, i.e any company doing more than 100 million USD business in Pakistan will face significant hurdles in India, such as additional taxes, slower approvals, or no approvals. This should apply to any shell companies too. This can be done with the use of red tape, where our bureaucracy can be used to stifle the concerned foreign companies citing random rules, which will keep this strategy out of WTO crosshairs, but will have the intended effect. All western companies will automatically stop operations in Pakistan, and they'll be left with Chinese and Turkish scams.

2) Target their exports. Systematically go through what their meagre export products are and whom they're selling to, and replace these directly with Indian products of higher quality and lower price. Govt subsidy can be incorporated for this. This will completely dry up their forex permanently, with no way out.

3) Accelerate conventional buildup. Keep procuring weapons that threaten pakistans conventional deterrence. Pakis pathologically want to match India conventionally, and this will force them to bankrupt themselves by putting whatever little money they have back into defence, rather than education, health or infrastructure.

These 3 strategies together, if done consistently for a decade, will bring Pakistan to collapse. Right now we are only doing point 3.

pakistan apni maut khud hi marega. hame bbas apne ghar sudharte rehna hai.
This is the same attitude GOI has now. But this is not going anywhere. Every country faces economic crisis and then comes out. We need to do something before they come out of the mess.

The first point you mentioned is need of the time. Even Chinese company won't take risk. It will surely hit very hard to Paki. But GOI is sleeping in this regard.

This is the time we need to supply modern weapons to Afghanistan to bang more pork asses in hands of TTP. But GOI is busy in changing the name of the country. TTP already declared war.

Whatever, India need to intervene at some point in the process. "Apne aap ho jaayega" This is Islamic thought process. Thats why they use "Inshallah" in every sentence. In our culture, if something need to be done , it demands hard work and strategy.
India under Mudi ji have already isolated them globally.

They themselves admit this.

Anything to further reduce their already weak foreign derived income.
  • Not trading with them and still exporting via Dubai was superb. Congress will ruin everything and start trading if it comes back to power.
  • Not allowing their cricketers (and actors and musicians) to come to India and make money.
  • Indian cricketers not touring their country or participating in tournaments there and giving them unwarranted income.
  • I think it is still worth watching their YouTuber reaction videos that praise India daily. We can throw some scraps there way, plus some of those YouTubers are definitely Indian at heart (e.g., Ribaha Imran).
  • And things such as in the below links make me very hopeful that we can push them from all angles:
