Obsolete news and source not updated after 2020.Entire mainstream media reported December 2024 or 14 months from now, and if it doesn't happen then next window is 2031 as @Indx TechStyle mentioned.
I don't think so they'll want to delay relatively simpler orbital missions to the 2030s when ISRO will be concentrating more on sustained human spaceflight, space station building, moon sample return along with landing missions to the Martian surface and beyond. Let's see.
Mission is not even defined yet and development alone will take 1.5-2 years to start itself. (Then, 3-4 years minimum for development depending upon complexity of mission if they are not sending just an orbiter like MOM).
So no, Shukrayan-1 won't happen before 2031.
