Goa Shipyard Ltd (GSL) which was tasked to work on India's first Shore-Based Test Facility (SBTF) has informed that it is nearing completion. shore-based test facility (SBTF) will be a exact replica of IAC (Indigenous aircraft carrier)-1 which has been under construction at Cochin Shipyard Ltd (CSL).

SBTF will be used to simulate an aircraft carrier for full-fledged flight testing of ship-borne attack aircraft as well as for training pilots.shore-based test facility (SBTF) project will be first such facility in South Asia and the third in the world.The US and Ukraine have a similar facility.Project was to be completed by end of 2012 but GSL co-coordinator for this project faced delays in procurement of ABA Ship building steel for the project.

INS Hansa Naval Air Station also is Goa's lone International Airport , Goans have been demanding Indian navy handover and vacate area surrounding it for Airport expansion and move, Sharing a Naval Air Base with Airport has lead to airport been closed for hours at a time for Naval flights every day , Goa wants to build another International airport in Mopa area but Goans feel that close proximity of Proposed airport project Near Maharashtra Border will benefit Neighboring state more then Goans since current Airport is more centrally located then Mopa .

Chief minister of Goa has asked Navy to move to Mopa and promised land will be provided to Navy for free , but it is highly unlikely that Navy after investing heavily in development of Shore-Based Test Facility (SBTF) in INS Hansa will be ready to move , SBTF will also be able to operate any aircraft which Indian navy may operate in future for carrier operations that includes Naval Tejas and Mig-29k , INS Hansa will become Carrier Fighter training base for Indian Navy and tussle with Civilian administration over control of Airport and flight restriction is all set to accelerate .
