The articles you link give no information why aircrafts are not returned. The article only says where the planes are. That does not mean there is any progress towards fulfilment of contract.

The inter-governmental deals are very serious matter and such cases do affect diplomatic relations.

It says that the aircraft is not being upgraded due to defective components, which were sent from India. Read carefully.

BTW, what is this about Indian parts which were not delivered to Ukraine? If the parts are Indian, and it the aircraft is located in India, why would it need to be sent to Ukraine? It can be fixed in India itself.
