No interview for non-gazetted govt jobs from 1st Jan-2016

Stupid decision. An interview is must for certain jobs, particularly Gr.B NG posts where officers are required to not only communicate with people but also report for reference of higher officers for decision making process.
There is a separate tool to identify how much a candidate is communicative.. Decisive and how quickly he or she respond and manage the situation.. This tool is emotional intelligence.. So consideration can be given to this.

Well then I don't see a problem if they phase out regular interviews. Written tests can sufficiently show the competency levels of the candidate.

Yes.. And competencies can be further enhanced by doing the gap analysis between required and current level and following the PDCA approach.

It's depends how efficiently their Training and development function is working.

I think, written examination will not be done away, only the interview part is gone and that too in specific positions where interview was more of means of corruption and nepotism. Should be ok, if exams are conducted honestly.

Lottery is not justified because this will be injustice to efficient candidates.

Merit list combined with strict written test followed by a behavioural test is a good option I think.
Govt. needs to get its job done and most of these positions are not some crazy smart work. What efficiencies do you want in a peon or a driver? I mean yes, some people would be more efficient in doing them as well but post-recruitment training can help them achieve satisfactory level of competence.

Lottery is a good option because otherwise it becomes a rent seeking game. People spend a lot of money and time chasing contacts and politicians. And at the end of the day, then they pay bribes to get these positions. Did you hear every time there is a peon position, they get lakhs of applications?

A floor competency level can be set for these positions and if needed some online written test can be conducted. Post that lottery can be used to choose people from selected list. It will reduce a lot of burden on the govt. for conducting expensive hiring process and would allow people to sit at home and not run after politicians and bureaucrats.

Do you think Lottery is justified? Lottery is based on luck.... Being lucky is different than being hardworking.

Yes. Depends on the job. Most people are good enough for these jobs. Now you can apply for a driver position after doing an MBA but that is wastage of resources, because a guy with high-school certificate can be as good driver as an MBA.

Lottery is making things equal for everyone. Also, it is good because some people have more connections and others less. So the first one can pay bribe while second one cannot. How is that justified? That is why lottery is a good choice for these jobs.

How lottery is justified for a driver job? May be someone who has learned driving passionately couldn't get selected through lottery system.
But if there is a skill analysis test the he or she could get selected.

But if there is a skill analysis test the he or she could get selected.
If he is so passionate, he can become a taxi driver or drive Uber!! No one is stopping him.

Govt. needs to recruit a person with minimum costs and cut down on bribery. Lottery is the best way to do it. It is not as if till now they were selecting people based on passion. Huge amount of money was paid in bribes.

This being done expect tougher exams, the scope of corruption via interview marks will be lessened. Yet the chances of paper leak, high approach settings remain.

Though it's helpful but I personally don't see interview as a tool to judge the decisive and communicative abilities of the examinee, (since interviews have gone typical, examinees know what type questions are to be asked), It can be done via the prelims and or the mains itself by adding multi-choice logical and reasoning type questions.
