US gears up for life after UPA eclipse, rethink on Modi visa issue possible


WASHINGTON: The US establishment appears to be gearing up for the eclipse of the Congress Party-led UPA government, going by various pronouncements in the administration, in the Congress, and in the media.

Some of this sentiment is reflected in the backsliding in Washington DC over a controversial resolution in the US House of Representatives (H.R 417) that praises the US administration for continuing to deny a US visa for the BJP's prime ministerial candidate Narendra Modi and urges New Delhi to "to publicly oppose the exploitation of religious differences... especially in the run-up to India's general elections in 2014."

Even as the Congress Party was routed in the assembly elections, the so-called semifinals before the 2014 Lok Sabha polls, some lawmakers are having second thoughts about the resolution.

Over the weekend, Ed Royce, the influential chairman of the House Foreign Affairs Committee, came out publicly against the resolution, saying "it weakens, rather than strengthens the friendship between the US and India."

"Our two nations share many common values and strategic interests. India plays a central role in the Asia-Pacific region, and we must do our part to ensure that India is a centerpiece of America's rebalance to Asia. The resolution runs counter to all the hard work that the American people, particularly those in the Indian American community, have done to improve the relationship," Royce said in a statement, without referring to the Modi visa flap or the election results.

Separately, Steve Chabot, Chairman of the House Foreign Affairs Subcommittee on Asia and the Pacific, which has broad jurisdiction for US policy affecting the region, withdrew his name as an original cosponsor of resolution, amid hectic lobbying by the USINPAC, an Indian-American pressure group that believes the House resolution constitutes an unacceptable intrusion into politics in India.

"From now until the elections in India, USINPAC will spare no effort in making sure the US. Congress does not intentionally or unintentionally influence the outcome of India's upcoming elections. India is a sovereign nation and its citizens have a right to choose their leaders," the USINPAC said in a statement.

While Royce and Chabot refrained from referring directly to the election outcome or the Modi issue, another ranking member, Eni Faleomavega, made no secret of his view that the resolution was aimed at the Gujarat chief minister and said the US was wrong in pursuing such a policy.

"The timing of the Resolution is unfortunate as it unintentionally invokes the name of the US House of Representatives for purposes of influencing India's upcoming elections." Faleomavega said in a statement, maintaining that, "India, like the United States, has an independent and transparent Judiciary and India's Supreme Court and its Special Investigation Team have not found any evidence against Modi."

"This is why I believe the US should shift its attitude and engage in dialogue with Prime Ministerial candidate Narendra Modi, just as the European Union and the UK are doing, and many other nations around the world," he argued.

It is increasingly evident that Washington, which had already soured on the UPA government over stalled reforms, is ready to say goodbye to New Delhi's ruling dispensation. In fact, there may be opportunities to say personal goodbyes this week in South Africa, where the UPA leadership will run into President Obama and his predecessor.

The Congressional Research Service (CRS), which primes US lawmakers about various domestic and international issues, had already spoken last year about the resurgence of the BJP/NDA, although many experts reckon the arithmetic still doesn't add up to the 272 seats needed to form the next government.

The Obama administration too seems ready to deal with any change in New Delhi, despite the warm top-level engagement between the two leaders. "The United States looks forward to working in close partnership with India with whatever the outcome of that election process will be in terms of the next government that comes into place," the administration's new pointperson for South Asia, Nisha Desai Biswal, said in her first meeting with journalists from the region last week.

Although Biswal said there was no change in the US policy on the Modi visa issue, she indicated broadly that were he to be elected Prime Minister of India, there would not be any issue in according him the correct diplomatic privileges, including the appropriate diplomatic visa.

The US industry and business community, smarting under various wrangles with the UPA government, has also indicated that it is looking forward to a new dispensation in New Delhi.

Now then, this said, it is high time that the Americans revoke the ban on MODI as China may come first and knock the door to India as Modi has already given number of projects to the Chinese in Gujarat and if the Americans still waste time on deciding this issue then it is time over for them and Modi will give the Chinese the first priority and the world will see a new relation of the new world, "THE RAISE AND DOMINATION OF ASIA", in this world and RUSSIA is going to be the most benefited country by this.

:thumb: This was inevitable, their influencing the Indian election has and is overstated they could not change the trend in the country even if they wanted to. If all goes MP,RJ,ND,CG's way then next year BJP will be in power.

I don't think China will compromise on any of the serious issues, that would leave India to shoulder the humiliation (and territorial loss) in order for a strategic relations is formed. As an Indian are you ready for that?

I am sure Modi will be a tough nut to crack than UPA for chinese. With UPA we have faced one sided business & chinese intrusion inside India but with Modi things will be different.

I am sure Modi will be a tough nut to crack than UPA for chinese. With UPA we have faced one sided business & chinese intrusion inside India but with Modi things will be different.

Anyway, from what I read so far from various Indian political commentators it would be political suicide to give in to the Chinese in these strategic issues.

It's pretty to say that, NaMo would favor backstabbers just because he has been denied the Visa by Amreekans. If he manages to become a PM, these so called Amreekans take a U turn set the things right there and then.

There would be repurcussions for Amreekans however, IMO, In terms of other economic tie-ups, there won't be much brownie points for Amreekans. Russians,French and Israelis might get most of the benefits when it comes to defence deals.

I mean to say " A BIG IF", this applies only IF CHINA wants to have a good relation for a fast and robust economic growth by solving all the issues.

Firstly, the attitude should be that we don't care about US Visas or US approval. The stupid media and those 65 scum traitor MPs make it seem as though American approval and a US Visa is the pinnacle of achievement for an Indian. Scoundrels.

There is no way that we will given in to the Chinese, I mean to say if they want some good economy ahead they have to give in to some issues also. This is a two way relation and not India alone giving in.

The American regime needs to be shown its place. They have to understand that they cannot try to "control" India and Indian politics the way they do with their minions like Pakistan. I hope Modi becomes the PM and favours Europeans for defence/aerospace deals and East Asians (Japanese, Koreans, Taiwanese) for technological and industrial cooperation.

The American regime needs to be taught this lesson, so that they learn to treat India and Indians with more deference and respect henceforth, rather than bracketing us with failed terrorist states.

As per US consulate person, Modi needs to apply first before he is given or considered for visa.

It would be nice if he doesnt apply at all for visa in future if he becomes pm.

That would not only be "A BIG IF" it would be an "IMPOSSIBLY GIGANTIC IF." If China's recent actions all over Asia are any measure, compromises on the strategic issues with China on the part of China would be nothing short of fantasy.

certain federally owned land in Florida, and for other purposes.

Ms. Ros-Lehtinen (for herself, Mr. Diaz-Balart, Ms. Wasserman Schultz,
Ms. Wilson of Florida, and Mr. Garcia) introduced the following bill;
which was referred to the Committee on Agriculture

A BILL



To direct the Secretary of Agriculture to convey to Miami-Dade County
certain federally owned land in Florida, and for other purposes.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

SECTION 1. CONVEYANCE OF LAND COMPRISING SUBTROPICAL HORTICULTURE
RESEARCH STATION.

(a) Definitions.--In this section:
(1) County.--The term ``County'' means Miami-Dade County in
the State of Florida.
(2) Property.--The term ``Property'' means approximately 2
acres, more or less, of the federally owned land comprising the
Subtropical Horticulture Research Station in the County,
which--
(A) has been mutually delineated by the Secretary
and the authorized representative of the County; and
(B) fronts on SW 67th Avenue in Palmetto Bay,
Florida.
(3) Secretary.--The term ``Secretary'' means the Secretary
of Agriculture.
(b) Property Conveyance.--
(1) In general.--Not later than 120 days after the date on
which the County deposits the consideration under paragraph (2)
and cost reimbursement provided in this section with the
Department of Agriculture, the Secretary shall convey and
quitclaim to the County, all rights, title, and interests of
the United States in the Property, subject to easements and
rights of record and such other reservations, terms, and
conditions as the Secretary may prescribe.
(2) Consideration.--
(A) In general.--As consideration for the
conveyance of the Property, the County shall pay to the
Secretary an amount in cash equal to the market value
of the property.
(B) Appraisal.--To determine the market value of
the Property, the Secretary shall have the Property
appraised for the highest and best use of the Property
in conformity with the Uniform Appraisal Standards for
Federal Land Acquisitions developed by the Interagency
Land Acquisition Conference. The approved appraisal
shall at all times be the property of the United
States.
(3) Corrections.--With the agreement of the County, the
Secretary may make minor corrections or modifications to the
legal description of the Property.
(4) Costs.--
(A) Transaction costs.--Except as provided in
subparagraph (C), the County shall, at closing for the
conveyance of the Property under this section, pay or
reimburse the Secretary, as appropriate, for the
reasonable transaction and administrative personnel
costs associated with the conveyance authorized by this
section, including the transaction costs of appraisal,
title, hazardous substances examination, and closing
costs.
(B) Administrative costs.--In addition to
transaction costs under subparagraph (A), the County
shall pay administrative costs in the liquidated amount
of $50,000.
(C) Attorneys' fees.--The County and the Secretary
shall each bear their own attorneys' fees.
(5) Survey.--The County shall, at its cost, survey the
exterior boundaries of the Subtropical Horticulture Research
Station and the Property in accordance with Federal survey
standards and to the satisfaction of the Secretary, and shall
provide to the Secretary certified originals with signature and
raised seal.
(6) Release.--The County, by a recordable instrument that
the Secretary determines is satisfactory, shall release the
Department of Agriculture from the instrument dated September
8, 2006, titled ``Unity of Title''.
(7) Security fencing.--On or before closing for the
conveyance of the Property under this section, the County
shall, at its cost, contract for the construction of a security
fence located on the boundary between the Property and the
adjacent land administered by the Secretary. The fence shall be
of materials and standards approved in advance by the
Secretary. The Secretary may approve temporary security
structures for use during construction phases of the fence.
(8) Other terms.--The Secretary and the County may
otherwise effect the purpose of this section on such additional
terms as are mutually acceptable and which are not inconsistent
with the provisions of this section.
(c) Receipts.--
(1) In general.--The Secretary shall deposit all funds
received from the conveyance authorized under this section,
including the market value consideration and the reimbursement
for costs, into the Treasury of the United States to be
credited to the appropriation for the Agricultural Research
Service.
(2) Use of funds.--Notwithstanding any limitation in
applicable appropriation Acts for the Department of Agriculture
or the Agricultural Research Service, all funds deposited into
the Treasury pursuant to subsection (b) shall be available to
the Secretary until expended, without further appropriation,
for the operation, upkeep, and maintenance of the Subtropical
Horticulture Research Station.
