India has deferred the inspection of two hydropower projects – Pakal Dul and Lower Kalnal – by Pakistani officials.




After cancellation of foreign-minister level talks with Pakistan, India has reportedly snubbed the neighbour yet again by deferring the inspection of two hydropower projects – Pakal Dul and Lower Kalnal. According to Pakistan-based Dawn News, India decided to postpone the inspection of the projects by Pakistani experts citing “some local issues”.

A senior Pakistan government official, on condition of anonymity, told Dawn News that the decision by New Delhi can be a “fallout” of the cancellation of talks between External Affairs Minister Sushma Swaraj and her Pakistani counterpart Shah Mahmood Qureshi, on the sidelines of the United Nations General Assembly (UNGA) session in New York.

A decision about the inspection of the hydropower projects was reportedly taken during a visit of Indian delegation to Pakistan for talks on Indus Water treaty in August. The Indian delegation was led by Water Commissioner PK Saxena.

It was for the first time that India and Pakistan discussed Indus Water Treaty since Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan was elected the Prime Minister of the country.

India and Pakistan signed the treaty in 1960 after nine years of negotiations, with the World Bank being a signatory.

The treaty sets out a mechanism for cooperation and information exchange between the two countries regarding their use of the rivers. However, there have been disagreements and differences between India and Pakistan over the treaty.

Earlier this year, a Pakistani delegation had raised concerns about the treaty with the World Bank. The World Bank had said that it had failed to reach an agreement with the Pakistani delegation over the same.

The development comes amid war of words between India and Pakistan over the cancellation of talks between Sushma Swaraj and Shah Mahmood Qureshi. Pakistan has blamed India for stalling diplomatic process that could have brought peace in the region.

New York: Pakistan's Foreign Minister Shah Mehmood Qureshi on Tuesday subtly blamed India for calling off the dialogue between the foreign ministers of two countries on the sidelines of the United Nations General Assembly (UNGA) in New York. Talking to news agency ANI in New York, where he arrived to attend the UNGA, Qureshi said that though he has a 'lot to say', he won't as Pakistan is a 'peace-loving country'. :pound::pound::pound:

"I can say a lot but I don’t want to worsen the situation, we want peace. Only a few words can worsen the situation," Qureshi said. As per earlier plans, he was supposed to meet his Indian counterpart Sushma Swaraj on the sidelines of UNGA. The meeting was however cancelled in light of the killings of three policemen and release of a postal stamp glorifying terrorist Burhan Wani.

India Put Off Experts' Inspection Of 2 Hydro Projects: Pak Media

India has postponed the scheduled inspection of its two hydropower projects on the Chenab river by Pakistani experts following the fresh tension in bilateral ties and cancellation of foreign ministers' meeting in New York, according to a media report here Wednesday.

The Indian authorities postponed the inspection by Pakistani experts and said that it would not be possible due to the local-body elections in Jammu and Kashmir, Dawn news quoted a source as saying.

After the bilateral talks on the Indus Waters Treaty last month in Lahore, India rejected Pakistan's objections on the construction of the 1,000MW Pakal Dul dam and 48MW Lower Kalnai hydropower projects on the Chenab river and invited Pakistani experts to visit the sites to address their concern.

The experts were scheduled to inspect the two hydropower projects by October but India cancelled it, citing some local issues, the report quoted the source as saying.

"It seems to be a fallout of the recent tension emerging with the cancellation of the talks by India as other issues are normally affected in a larger context in such situations," the senior official, on condition of anonymity, said.

India called off the meeting between Foreign Minister Sushma Swaraj and her Pakistani counterpart Shah Mahmood Qureshi on the sidelines of the UN General Assembly in New York, citing the "brutal" killing of three policemen in Jammu and Kashmir and the release of the postal stamps "glorifying" Kashmiri terrorist Burhan Wani.

The source said the Indian delegation had agreed to get the two projects inspected by Pakistani experts this month.

"Through a letter, India confirmed October 7 to 11 for the inspection of the projects by a three-member Pakistani team headed by the Indus Water Commissioner," he said.

India said that since the administration of the respective districts in Kashmir would be busy holding the local-body elections till October 5, the inspection would only be possible from October 7 to 11, the source said.


"But now the Indian authorities have postponed the scheduled inspection, stating it wouldn't be possible due to holding of Panchayat elections in the state by the respective district administrations. They didn't give us new dates as they just stated to coordinate with Pakistani authorities soon," he said.

Meanwhile, Pakistan's Commissioner for Indus Waters Mehr Ali Shah expressed disappointment over the postponement and said that when something is :rofl:mutually agreed at the state leve:rofl:l, it should not be delayed or deferred on petty issues.

"Postponement of our visit for inspection of India's two hydropower projects at Chenab basin is an element of surprise for us despite the fact that the delegation, which visited Lahore and held meeting with us last month, had agreed to allow us inspection of the same in the last week of the ongoing month. Later, they confirmed October 7 to 11. But they further postponed this schedule," Shah said.

The talks on the Indus Waters Treaty (IWT) in Lahore last month was the first official engagement between India and Pakistan since Imran Khan became Prime Minister on August 18.

India and Pakistan signed the IWT in 1960 after nine years of negotiations, with the World Bank being a signatory.

The water commissioners of Pakistan and India are required to meet twice a year and arrange technical visits to projects' sites and critical river head works.

For clarity, the diversion is of water that is already allotted to us. It doesn't divert any of Pakistan's share (this would require a scrapping of Indus Water Treaty). This move will only allow us to utilize our own allocated share of water in a much better fashion. Earlier this water was wasted in catchment areas, now it will be channelized to people. Pakistan will continue to get its share of water. Whether they build a dam and utilize it or let it flow away is their issue, but the real Brahmastra is when we are able to stop the water from flowing into Pakistan and starve them to death. The "international community" has linked India's IWT compliance with FDI inflows, so India decided to play good.

I understand that. But the water scarcity in porkland is already at a very high level and increasing every year. More water we tap that is allotted to us as per IWT, faster the rate of increase in water scarcity in porkistan.

NIA Busts Terror Funding Module Of Hafiz Saeed's Outfit In Delhi
The National Investigation Agency (NIA) has busted a terror funding module in Delhi led by Pakistan-based terrorist Hafiz Saeed's Falah-e-Insaniyat Foundation (FIF), according to an official statement issued Wednesday.

The NIA carried out searches at multiple places in Daryaganj, Nizamuddin and Kucha Ghasiram areas here on Tuesday, it said. An FIR to probe the terror funding module was registered by the agency in July this year.

According to the FIR, some Delhi-based individuals were receiving funds from FIF operatives based abroad and were using it for terror activities.

During investigation, it emerged that Mohammad Salman, a resident of the Nizamuddin area in Delhi, was in regular touch with a Dubai-based Pakistani national, who in turn is connected to the Deputy Chief of Falah-e-Insaniyat Foundation, a front organisation of the proscribed terror group Lashkar-e-Taiba (LeT).

"The accused person has been receiving funds, being sent by FIF operator and his associates, through Hawala operators. Accused persons along with other persons in various countries including Pakistan, UAE etc are sending money through Hawala to India to further their nefarious activities and create unrest in India and carry out the terrorist activities," the statement issued by the NIA said.

The NIA on September 25 conducted searches at the premises of Mohammad Salman in Nizamuddin, Daryaganj-resident Mohd Salim and Rajaram in Kucha Ghasiram in Delhi and seized Rs. 1.56 crore in cash, Rs. 43,000 in Nepali currency, 14 mobiles phones, five pen drives and several incriminating documents, it said.

Following the seizure of incriminating material, the NIA has arrested from Delhi FIF operative Mohammad Salman (52), and Hawala operators Mohd Salim alias Mama (62) and Sajjad Abdul Wani (34), a resident of Srinagar in Jammu and Kashmir.

Falah-e-Insaniyat Foundation is a Lahore-based organisation established by Jamat-ud-Dawa.

It was founded in 1990 by Hafiz Mohammad Saeed, who is designated as global terrorist by the USA.

FIF is placed on the list of terrorist organisations here and it was also designated as a terrorist entity by the US in 2010.

India rejects discussion of Kashmir issue at OIC meeting
India has rejected references made by Pakistan on the Kashmir issue in the Organisation of Islamic Cooperation (OIC) meeting as the matter is internal to India, Ministry of External Affairs Spokesperson Raveesh Kumar said on Wednesday (local time).

"As far as OIC is concerned, we always note with regret that the matter, which is very internal to Indian affairs, was again discussed at OIC. We reject such references to a matter very internal to India. We have said in the past that OIC has no locus standi to comment on India's internal affairs. We feel that it is completely unwarranted to discuss a matter related to India's internal affairs in any multi-cultural setup," he said at a press conference here.

The spokesman added that the meeting's participants "supported the initiative of Iranian colleagues to create a new mechanism at the level of security councils' secretaries, exchanged views on priority tasks in the Afghan issue.

In the name of Muslim Welfare, a defence fund that controls India’s Terror, Hawala network

The National Investigation Agency busted a module of the FIF which is the financial wing of the Lashkar-e-Tayiba. The module members were bringing in money through hawala operatives based out of Dubai and Delhi. They were in touch with a Dubai based Pakistan national and the money was being used to further the activities of the Lashkar-e-Tayiba in India.


Kashmir bound ::

Most of the money was meant to be pumped into Kashmir, where the Lashkar-e-Tayiba operates on a large scale. Once the money landed in Delhi, it was moved by the operatives to Kashmir.

In many cases we have seen the innovative manner in which the operatives of the FIF have moved money to Kashmir. In some cases, they were filled into empty gas cylinders and then transported to the Valley. In another case it was found that the money was stitched into a salwar kameez and then transported to the Valley.


The money for terror related activities in most cases lands in Delhi either from Dubai or Saudi Arabia. All these transactions are made through hawala operatives who are found in large numbers in Chandini Chowk.

Intelligence Bureau officials tell OneIndia that the network is controlled by the Hizbul Mujahideen and the Lashkar-e-Taiba. Each one of these outfits have appointed four people each to coordinate with each other and ensure that the money flow is constant into the Valley.


The Muslim Defence Fund ::

One would need to revisit the interrogation report of a Lashkar-e-Tayiba operative, Ahmed Ashfaq. On being questioned, he had said that Riyadh had become a major hub for hawala transactions.

He said that the main operating hub for hawala transactions in India is at Chandini Chowk in Delhi. He said that the money was generated in Pakistan and then sent to Riyadh. From there it is moved by the operatives into India.


He also spoke about a key operative by the name Basheer, who ran an outfit called the Muslim Defence Fund. This was set up by in the late 1990s, with an intention of moving around dirty money generated through illegal arms and drug trade. This outfit at the outset appears to be an NGO and claims to collect charity for the welfare of Muslims.
However the outfit has several key operatives, who ensure that the money generated is pumped into India to fund terror related activities.

Money from the MDF has moved into India over the years and has been used to fund the activities of not just the Lashkar-e-Tayiba, but also groups such as the SIMI and Indian Mujahideen.

Officials say that the name of this outfit may have changed several times to avoid detection. However organisations such as these run a major racket. The Lashkar-e-Tayiba had set up several such groups in Saudi Arabia under the pretext of raising money for Muslim welfare. However in reality, what they did was route money in from Pakistan and later pumped it into India. This money has not only filled the coffers of terror groups, but has also been used to fund separatist activities in Kashmir, officials say.

External Affairs Minister Sushma Swaraj in a strong response to Pakistan during her address at the United Nations General Assembly in New York on Saturday dismissed as a complete lie Pakistan's accusation of sabotaging dialogue process.

Speaking on cross-border terrorism, she said, “In our case, terrorism is bred not in some faraway land, but across our border. Our neighbour’s expertise is not restricted to spawning grounds for terrorism; it is also an expert in trying to mask malevolence with verbal duplicity.”
“We are accused of sabotaging the process of talks. This is a complete lie. We believe that talks are only rational means to resolve the most complex of disputes. Talks with Pakistan have begun many times. If they stopped, it was only because of their behavior.”

“Who can be a greater transgressor of human rights than a terrorist? Those who take innocent human lives in pursuit of war by other means are defenders of inhuman behavior, not of human rights. Pakistan glorifies killers; it refuses to see the blood of innocents.”

“Last year, Pakistan’s representative, using right to reply, displayed some photographs as ‘proof’ of ‘human rights violations’ by India. The photographs turned out to be from another country. Similar false accusations have become part of its standard rhetoric,” she said.

Swaraj began her statement congratulating Maria Fernanda Espinosa on assuming the position as the President of the 73rd Session of the UNGA.

Swaraj said that the first woman to occupy this eminent chair was an Indian Smt. Vijayalakshmi Pandit, in 1953.
