I think that the first claimant of Ashoka's Lion Capital is Bihar and not MP, because Ashoka was born in Pataliputra (Patna), died in Pataliputra (Patna) and had his capital in Pataliputra (Patna).

Interesting fact is that Andhra Pradesh has the highest concentration of Ashokan edicts in all of India.
