What has the internal domestic arrangement got to do with the achievement of national objectives? It's a fact that human beings cannot live in a police state no matter how noble the cause of the state. China tried it, they suppressed all forms of individuality. They gave unisex haircuts to both genders, unisex uniforms, they told everyone that they were equal, now they've had to introduce 'masculinity lessons' to get the boys to behave like boys again. During the cultural revolution, the commies told the children to kill their own parents because they wouldn't join the revolution. They forcefully introduced one child policy and the harmful effects it had on their demographics in terms of gender and age has become a public health crisis. Do you see any Chinese CCP leader coming out and claiming the blame for it? That's military dictatorship.

This is why consensus is important, it is a self-correcting mechanism.
It's not about relative corruption, but humans by nature are uncouth and undisciplined but this indiscipline is what allows them to imagine new things, create new technology, create new art, all of which is not possible in a military dictatorship. A lot of us have learnt a lot of skills on the internet. A budding Chinese programmer today cannot access Coursera because his government made the decision on his behalf that the inability to access the open internet was a worthy trade off when weighed against the interests of the nation state to 'protect' the citizen from foreign ideas. If I tell you that you can only read the books which I prescribe to you and insist that you must produce world class engines like the Germans or electric cars like Tesla, or rocket engines like Russians, you can't do it. This part requires an open society, foreign exchanges, a mind which is open to foreign ideas and a society which is open to foreign students. No one will come to your country if it is a military dictatorship.
The military fights with the enemy to protect civilians. They ought to have the humility and patience to admit that the people they are protecting, even with all their human flaws, are worth protecting. If the military turns holier than though and claims that they are doing a favor to the 'bloody civilians', it's not a pious military then.
For all the ranting, the civilian leadership has delivered us nuclear weapons, a booming economy, a fantastic standing among other nations, your passport has value today because of the diplomatic relations cultivated by our civilian government. We take for granted everything that the civilian leadership has delivered and give a clean chit to the military. Don't forget 2 Ex-Army Chiefs have been indicted for stealing the flats allocated to widows of Kargil martyrs. 1 IAF chief has been indicted for corruption in another case and there was a case involving Ex Naval Chief as well.
Just because the civilian population keeps its mouth shut on impropriety by the military for the sake of troop morale doesn't mean we are not watching. The civilian leadership acts as a pressure release valve for the people so we take the liberty to talk shit about them. One must try not to get carried away with it.
