True, But not necessarily compromising national security ..

Defense purchases are hardly make difference but civilian projects and trade ..

Build ten shipyards. It is necessary to save forex. Rupee can be raised by tax or by deficit but forex is mandatory to be preserved.

Two frigates of the second series of the project 11356 will finish building for India.

Two frigates of the second series of the project 11356, laid in the Yantar Shipyard initially for the Black Sea Fleet, will be completed, but for the Indian Navy. TASS was told by Igor Ponomarev, vice president of the United Shipbuilding Corporation for Military Shipbuilding, during the international military technical forum "Army-2017".

"Two ships will be built for the Indian side, and one frigate will be built for the Russian Navy with new gas turbine engines," he said, stressing that the fate of the second three frigates of Project 11356, being built at the Baltic Yantar plant, is defined by the intergovernmental agreement between Russia and India .

"We expect that after the completion of the completion of three ships on the Yantar, the Russian Navy will make a decision to order at least two more frigates for this project," said USC Vice President.

At the end of June, during the International Maritime Defense Show in St. Petersburg, the Deputy Commander-in-Chief of the Navy, Vice Admiral Viktor Bursuk, told FlotProm that the second three frigates of Project 11356 - Admiral Istomin, Admiral Butakov and Admiral Kornilov,

Six frigates of project 11356 of the Ministry of Defense ordered for two contracts concluded in 2010-2011 for a total of 80 billion rubles. The project implied the use of gas turbine power plants produced by the Ukrainian enterprise Zorya-Mashproekt.

The first three ships received engines on time. "Zorya-Mashproekt" produced engines for the second three, but because of the conflict in Donbass, which broke out in 2014, Ukraine refused to transfer them to Russia. After that, the fate of the remaining two corps ("Admiral Istomin" and "Admiral Butakov", "Admiral Kornilov" was not formally laid) was discussed for several years.

Viktor Bursuk's statement about the prospects for completing the frigates for the Navy was voiced after reports that the Rybinsk NPO Saturn has made significant progress in creating its own gas turbine engines for Russian ships.

More of these talwars are simply scam ..

Yes but specifically, what tech will be useful for the P-17As? As I said, the P-17As would be superior in every way. It would be like saying ToT for a Hindustan Ambasador would be useful when making a La Ferrari.
A brief history on India's Fleet Support Ships.

In the year 2000, the Indian Navy commissioned the only ship of the Aditya Class Fleet Support ship, which is around 25,000 tons made by GRSE.
Instead of continuing to develop and upgrade the Aditya Class further , the Navy and the Govt. quietly ditched the indigenous efforts and bought 2 Fleet support ships from Italy, made up of poor quality steel.

http://indiatoday.intoday.in/story/...ed-inferior-steel-in-naval-ship/1/667443.html

Obviously a decent amount of kickbacks were paid to the Navy and the Govt.

And now after our indigenous capability was destroyed , we are asking S.Korea's Hyundai, who themselves have very little experience on building large Fleet Support ships for technology.

Thought people should know, especially after this line on the article " Simultaneously, the construction of another FSS would start at HSL with the expert guidance of Hyundai."

Seeking to add power to the Navy’s capabilities, India will soon seal a $4-billion contract with Russia for the purchase of four missile-carrying frigates. Called Project 11356, the four warships will have gas turbine power engines and will be equipped with the BrahMos supersonic cruise missiles.

Project 11356 has been in the offing for some years now, sources said. The frigates have a displacement of about 4,000 tonnes, speed of up to 30 knots and endurance of 30 days. Three such ships have already been built for the Black Sea Fleet.

Two shipyards

Specifying the shipyards to build Project 11356, intended for the Indian as well as the Russian Navy, is the first step towards the purchase of frigates from Russia, sources said, adding that the Yantar shipyard in

Kaliningrad and Goa Shipyard are to be involved in the project.

Official sources said the contract to be signed between the two nations would be based on the “two plus two formula, wherein two frigates will be built in Russia and sent to India, whereas another two will be built at the Goa Shipyard with assistance on technology transfer.”

“Last year in July, the Defence Ministry finalised orders worth ₹35,500 crore for Goa Shipyard Ltd, in a move that would boost technical know-how and provide employment opportunities to localites,” said an official with the PSU with direct knowledge of the contract. In order to execute the order, the shipyard is investing ₹4,000 crore, he added, and has undergone modification for the construction and integration of warships with stealth capabilities.

The shipyard is already in the process of executing six Coast Guard Offshore Patrol Vessel Project, of which five ships have been delivered all ahead of schedule. The last ship too is progressing ahead of schedule, the official added.

High-level team
A high-level delegation from Russia visited the Indian shipyard in March, to “appraise themselves of the specialised field of shipbuilding that is currently on” at the defence public sector undertaking Goa Shipyard. Officials from Russia’s United Ship Building and Yantar Shipyard who visited Goa have helped continue discussions between the shipyards, sources added.

The Indian Navy currently operates six Talwar-class frigates designed by the Severnoye Design Bureau and built at the Baltiysky Zavod and Yantar Shipyards.

Some hidden deal on Nuke subs is being carried out with this padding. There is no way these piddly talwars cost 1 billion USD. Looks like GoI wants GSL to become the third ship yard capable of making frigates & Destroyers. Why not L&T and other private yards. I hope L&T gets the new destroyer line soon.

Russia is hoping to sell three of its six planned Project 11356-class frigates to India. Moscow is hoping to rid itself of those ships because of their Ukrainian-built engines.

The Russian Navy commissioned the first Project 11356 frigate—Admiral Grigorovich—into service last week. While the Russian Navy is expecting to commission two additional Project 11356 frigates into service in May and August, both of these vessels—Admiral Essen and Admiral Makarov—will stay under Moscow’s control and serve with the Russian Black Sea Fleet.

The remaining three vessels—which are still under construction—are likely going to be sold to India since New Delhi still has functional relations with Ukraine. A final decision on selling the ships, however, has yet to be made by Moscow.

“So far, we are fulfilling the works under state defense order and building these ships,” United Shipbuilding Corporation’s vice president for military shipbuilding, Igor Ponomaryov, told the Moscow-based TASS news agency. “At the same time, we’re holding talks on the possibility of selling these frigates to the Indian side.”

The Russians had earlier suggested that the remainder of the frigates would have been completed with indigenously sourced engines. That plan does not seem to have panned out. Nonetheless, India is a logical customer for the Project 11356 vessels. New Delhi already operates a half-dozen Talwar-class frigates, which are an older variant of the same design. It wouldn’t take too much work to modify the ships to fit India’s requirements.

The roughly 4,000-ton Project 11356 frigates are relatively small, but formidable vessels. Each ship is armed with eight missile tubes capable of firing either long-range Kalibr cruise missiles or 3M55 Oniks supersonic anti-ship missiles. Anti-surface armament is rounded out by the 100mm naval gun.

The ships also carry a twelve-cell 3S90M Shtil-1 launch system—which is the naval version of the Buk-M surface-to-air missile defense system. For point defense, the vessels also carry eight short-range Igla-1E missiles and are equipped with a pair Kashtan close-in weapons systems.

For anti-submarine work, the frigates are fitted with a pair of double 533mm torpedo tubes and RBU-6000 anti-submarine rocket launcher. It also carries an either Kamov Ka-27PL or Ka-31 helicopter to assist in the sub-hunting role.http://nationalinterest.org/blog/the-buzz/russia-looks-load-lethal-new-frigates-india-15491

Media has learned about frigates intended for the Black Sea Fleet being sold to India.

“The appropriate secret agreement was signed, India will receive three Project 11356 frigates that are currently being built. The Indian side will also be given 12 sets of spare parts for these vessels,” said the source. The price of the transaction was not disclosed.

VLS launcher for Shtil 1! This is a full on ToT to upgrade all Talwar Class frigates to this new standard. Possibly helicopters may be involved in deal as well. GSL will have capability to build Frigates and Destroyers in the future!

I thought it has only 2x12 Shatil VLS but pictures show 36?
Can anyone tell whether it has 24 or 36 VLS?

Cost of P15B is about $1.15B & P17A is ₹6400crore~&1B so I think it's better to build these ships in any pvt shipyard than in Russia.
Also, IN won't be able to commission these before 2020 so issue of schedule.

I think "transfer technology" is the phrase of the day.

The high cost could be attributed to tech that would have otherwise taken a realy long time to develop here in India.
