The good point coming out of this news is:



I think this is just half the number of personal needed in Kilo (correct me if i am wrong)
Well, it is less than the Kilo of course, but not exactly half actually. Kilo subs have a crew strength of 50-60.

DCNS delivers Combat Managements Systems for two Scorpenes


New Delhi. French shipbuilder DCNS has delivered two highly sophisticated Combat Managements Systems (CWS) for the first two Scorpene submarines being built in India.


DCNS India Managing Director Bernard Buisson told India Strategic that both the CWS had been delivered to Mazagon Docks Ltd., which was in the process of integrating the first one at present. There were about 20 to 25 French engineers assisting in technology transfer, and work at MDL was maturing to mutual satisfaction.

The first Scorpene submarine, under the Indian Navy's Project 75, will be launched end-2013, and commissioned in 2015. The second one would be a year later.

Buisson said that MDL was actually doing some work regarding all the six submarines under the project, at different levels, and that all the six submarines would be delivered by 2018.

MDL had built the hulls of first and second submarines, and begun work on the hulls of third and fourth submarines. Simultaneously, other systems were being tested and installed on them progressively.

He said that DCNS has had technical discussions with the Indian Navy on installing Air Independent Propulsion (AIP) systems on board the last two submarines. There would be a cost, but the AIP would increase the submergence of the submarines by three to four times, thereby making them hidden and more lethal.

The company was awaiting the navy's response, as well as the Nav der for the new line of six or more end submarines under Project 75-I, all of which would be equipped with he AIP systems. DCNS had already responded to the Indian Navy's RFI n this regard.

He said that DCNS' AIP system was based on the MESMA steam AIP used on board all the French nuclear submarines – France as only nuclear powered subs and accordingly proven for technology.

Asked about local participation in the Scorpene project, Buisson said that DCNS was also talking to private shipyards as per the new Defence Procurement Procedure (DPP) and offset requirements. "We are also in the process of finalizing the selection of our industrial partners for indigenization of MPM (Mazagon Purchased Materials from other companies) items.

MPM items includes pumps, valves, air conditioning equipments and various sub-systems.

France Wants No More Delay In Indian Scorpene Submarine Project


France has said that delay in the Scorpene submarine project was because of inadequate infrastructure at Mumbai shipyard and price negotiations with India.

French Defence Minister Gerard Longuet, who was on a two-day visit to India, however, said there would not be any more delays in the Scorpene project as modernisation efforts at Mumbai shipyard have started showing results.

"This delay is the price to be paid by India to become autonomous in manufacturing the most modern submarines in the world... The modernisation effort (at Mumbai Shipyard) is showing results and we have good reasons to believe that there would not be more delays," Longuet said.

He was replying to a query on the progress made by both the countries in the construction of six Scorpene submarines.

The first submarine is expected to be delivered by 2016, followed by one submarine each subsequent year.

On India's long pending decision to upgrade Mirage-2000 fighter jets for the Indian Air Force, Longuet said, "We are in the final phase of decision. The definition for the modernisation has been known for several years."

It isn't the fault of France that GoI was too stupid to not sign a fixed price contract for systems at the point of sale. Does stupidity deserve a discount? India's lack of ability to speedily absorb production technologies isn't any fault of France either. When you find a good reason to blame France, let me know. You should be blaming your own babus.
Yes its our fault but at the same time you did not miss the opportunity to crush our balls hence no reason to buy more submarines from DCNS.

Just goes to show how willing France is to bend over backwards to transfer ToT. Bag one more order for French submarines.

DCNS signs technology transfer deal for Scorpene subs

New Delhi, June 7 (IANS) In a major step forward for Indian industry, French shipbuilder DCNS India Tuesday said it has signed an indigenisation contract with Visakhapatnam-based Flash Forge India Private Limited for the supply of critical parts for the Scorpene submarines being built at Mumbai's Mazagon Dock Limited (MDL).

DCNS is helping MDL to build six Scorpene submarines under a Rs 20,000 crore ($4.5 billion) contract and the first of these Project-75 vessels is expected to be commissioned in the Indian Navy in 2015.

Flash Forge is a manufacturer of customised special material forgings used for severe service conditions in industries such as defence, aerospace, power, oil and gas, shipbuilding, petrochemicals and process plants.

The contract with Flash Forge is the conclusion of a long and stringent process involving identification, audits of the manufacturing and quality processes and qualification of potential partners, a DCNS statement said.

'The production by the shipyard MDL of six conventional Scorpene submarines under the DCNS transfer of technology (ToT) is ongoing. Simultaneously, DCNS India is working at the selection and qualification of Indian companies as partners for local production of the Scorpenes' equipment,' the statement added.

With India systematically pursuing indigenisation, DCNS said it was continuously striving to go beyond the contractual transfer of technology for the six submarines with MDL so that vital equipment and systems could be locally manufactured.

'The aim is to enhance local expertises with the Indian industries,' it said.

The indigenous elements to be installed onboard the Scorpene submarines include systems and sub-systems such as engines, pumps, valves, accommodation elements and safety equipment, as also the combat and ship control systems that are part of the Mazagon Procured Materials element of the contract.

'We are in India to establish partnerships with the Indian industry to develop local capability and to perform genuine transfers of technologies. We are providing our Indian partners with know-how and technical assistance to manufacture equipment which will be installed onboard the Scorpene submarines,' the statement quoted Bernard Buisson, the DCNS India managing director, as saying.

'MDL, our main contractor, is also to sub-contract work to these local players. Together, we are qualifying the suitable companies which are meeting the rigorous specifications needed for the submarines,' he added.

Since when are French channels spouting racism?
The fact is that french channels with their so called intellectual shows tend to justify these Arabs and North African behaviour towards French culture or society under the pretext of poverty,lack of opportunities horrifies me,but then its your country whatever happens there is your problem:)
